MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, OCTOBER 28, 2002
Present were Commissioners Tom DeWolf, Dennis R. Luke and Michael M. Daly.
Also present was Mike Maier, County Administrator; and David Givans,
Commissioners' Office.
Commissioner Tom DeWolf opened the meeting at 1:30 p.m.
1. Discussion of New Clerk Transition.
Commissioner DeWolf indicated that Susie Penhollow would stay with the
County an additional month to help the new Clerk. The Board would like
regular monthly meetings scheduled with the new Clerk until it is determined
that these meetings are not needed.
2. Discussion of Letter to the U.S. Forest Service regarding the Pine Nursery
Right -of -Way.
The Road Department provided letters to the U.S. Forest Service and the Bend
Metro Park & Recreation District for Board signature that were then signed as
necessary.
3. Update on the Progress of the County/State Building Project.
This item will be addressed at meetings that are scheduled for Thursday and
Friday of this week. (Thursday's meeting will focus on space planning; and
Friday's meeting will examine the overall project.)

Commissioner Daly would like this discussion to include the possibility of
building the third floor of the new building now, to accommodate new, state of
the art courtrooms, instead of spending $2 million on remodeling the old
courthouse building. Mike Maier indicated that it would cost about $2.5
million to shell the third floor, plus another $2 million to complete the interior.
Consideration would then need to be given as to how the old courthouse
property could be utilized.
4. Discussion of China Hat Road and Knott Road Intersection.
Commissioner DeWolf said that he feels there should be a meeting scheduled to
include representatives of the County, City of Bend and local residents of this
area, to address the ongoing concerns about this intersection. Evidently
representatives of the City keep telling callers to contact the County, because
the County won't cooperate with the City in building a roundabout. A
roundabout costs approximately $1 million dollars, and may not completely
solve the problems of the area roads.
A general discussion occurred regarding various solutions to the problem,
including:
• Prioritizing this intersection so action can be taken earlier;
• Closing off Tall Pine Avenue;
• Putting in a signal;
• Putting in a four-way stop sign;
• Removing the rock pile that obscures the line of sight of drivers;
• Acquiring land so that the road can be moved; and
• Creating a local improvement district.
Mike Maier said that it is possible that purchasing land to move the road would,
in the end, be about half the cost of putting in a roundabout.
Commissioner DeWolf will be contacting various people to set up the meeting
as discussed.

5. Discussion of the Selection of a Sisters Area Representative for the
Deschutes County Planning Commission.
The Board discussed the two applicants for this position. One is a new resident
to the area, and the other is a well-established resident, Keith Cyrus. However,
some individuals feel that Mr. Cyrus is so involved in land use issues and
irrigation issues that perhaps he would not be as unbiased in his opinions as he
should be. It was pointed out that there are other members of the Planning
Commission who could offer a wide variety of opinions on any decisions the
Commission might make.
The consensus was that Mr. Cyrus should be the new Planning Commission
member, representing the Sisters area. This appointment is to be an addition to
the Wednesday, October 30 agenda.
6. Other Items.
None were offered.
Being no further items brought before the group, the meeting adjourned at
2:1 S p. m.
