Director Bob Haas, GIS Manager RE: Request to transfer funds from GIS Fund Contingency This is a request to transfer $30,000 from the GIS Fund Contingency (Account 305-0900-501.97-01) to GIS Temp Help -Labor (Account 305-0900-419.34-25). The funds will be used to pay for the costs associated with the services of a temporary GIS Specialist. The GIS Specialist will work exclusively on a project to complete development of a GIS Street Centerline/Addressing file. The GIS Street Centerline/Addressing Project has been in development for the past several years and work remains in and around the Redmond area. Once complete, the file will be used extensively by public safety agencies and by other groups who have a need to geographically display address -based client information. A detailed description of the project is attached. Please also be advised that this project and the request for the use of GIS contingency funds was reviewed and approved by the GIS Management Committee at its last meeting. Attachment: Street Centerline/Addressing Project — Completion Proposal • 4 Street Centerline/Addressing Project 0 Completion Proposal Objective The objective of this proposal is to coordinate the completion of the street centerline/addressing project and to turn the file over to public safety agencies for long term maintenance. Project Status The Community Development Department has worked diligently over the past several years on creating an accurate address ranged street centerline file. Street centerline files are important files to a GIS program and are used extensively by public safety agencies and by many other groups who wish to geographically display address -based client information. In addition, street centerline files are frequently used as source information for street atlases, as an integral part of 911 Dispatch Operations, and in vehicle navigation systems. During the past two years CDD has made substantial progress on the project and its present status is as follows: • Areas Completed: The Bend RFPD and La Pine Ambulance Service Area have been completed. Western County Forest Service lands, the Sisters area, and the Black Butte areas have also recently been competed. Areas needing to be completed: The street centerline file is presently not complete within the City of Redmond, for areas around the city largely within the Redmond RFPD, and for eastern County BLM areas. In addition, selected Jefferson and Crook county areas that are within the Deschutes 911 service territory need to be completed. Recommended Strategy for Completing the Project The Community Development Department presently cannot devote adequate staff time to complete the street centerline/addressing project in a timely manner. In light of this situation, several options have been explored for expediting work on the project. Options considered included relying on interns, adding temporary County staff, hiring temporary staff through a personnel agency, contracting the work out to an individual through a services contract, or contracting the work out to a consulting company. After reviewing the options, the GIS Management Committee has recommended that a temporary County employee be hired to perform the work. Specifically I.T. would hire the individual for about a 6 -month period. The individual would be recruited as a temporary GIS Specialist 1 without benefits. Total project costs assuming full time work for a 6 -month period is approximately $23,000. It is further recommended that work be performed on site using existing County hardware and software. I.T./GIS has an intern workstation that is suitable for the GIS activities. Bob Haas would facilitate hiring of the individual and handle all personnel related activities.
