Luke and Michael M. Daly. Also present Mark Amberg, Legal Counsel; Tom Blust and Gary Judd, Road Department; Suzanne Donovan and Greg Canfield, Mental Health Department; Media Representative Mike Cronin of the Bulletin; and several other citizens. Chair Tom De Wolf opened the meeting at 10: 00 a.m. 1. Before the Board was Citizen Input. None was offered. 2. Before the Board was a Discussion and Consideration of Signature of an Intergovernmental Agreement between Deschutes County and the State of Oregon regarding the "Family Based Services" Program. Suzanne Donovan and Greg Canfiled from Mental Health explained that the contracts of two years ago were combined about a year ago. Chair DeWolf asked if any inflation factor was built in; Suzanne indicated it was not. There were expected cuts, but the contract came with the same dollar amount as the original contract, with no cuts or inflation factor. DEWOLF: Move approval, subject to legal review. LUKE: Second. Before the Board was a Discussion and Consideration of Approval of Improvement Agreements for Utilities, Golf Course Completion and Overnight Lodging, Eating and Meeting Facilities for Pronghorn Resort, as Required by the Destination Resort Ordinance. Per Commissioner DeWolf, some details are still being worked out on this issue, so it has been placed on hold for a week. 4. Before the Board was a Discussion and Consideration of Signature of a Quitclaim Deed Removing a 25 -Foot County Easement from the South and East Boundaries of a Privately -owned Property Located off Groff Road. Tom Blust stated the easement was never dedicated and the County does not need to do a road vacation. George Read of Community Development had originally mentioned the quitclaim to him.
