MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, NOVEMBER 25, 2002
Present were Commissioners Tom De Wolf, Dennis R. Luke and Michael M. Daly.
Also present were Mike Maier, County Administrator; Anna Johnson and Susan
Ross, Commissioners' Office; and Steve Scott, County Realtor of Record.
Mike Maier opened the meeting at 1:30 a.m.
1. Update regarding a Plaque for the Stan Owen Rooth at the Human,
Services Building.
Anna Johnson gave a brief overview of the plaque, and was given instruction to
proceed.
2. Discussion of the Justice of the Peace Position.
Mike Maier said the appointment selection process should take place no later
than early May 2003. Commissioner DeWolf will contact the Governor's
Office in January about the process. The County can make recommendations,
but applications go to the Governor.
Commissioner Luke added that a bill would be drafted to allow this position to
operate within the City of Bend.
There was discussion regarding where the Juvenile Judge should operate.
There are no savings to transport juveniles to the Court; in fact there is a cost to
the County. This needs to remain in the Juvenile Corrections building.

3. Update on Properties: Elliott, Brosterhouse Road, and Hill & Greenwood.
Steve Scott explained that Mr. Carranza has suddenly become emotional about
selling his property. He was to be given the manufactured home from Park
Place, which would be placed on O.B. Riley Road. He now wants too much
consideration. He wants no mortgage at all, instead of the agreed-upon
mortgage amount.
Mike Maier said that the County could condemn this property, as it is not in the
way of the major building.
A discussion took place regarding how much flexibility Mr. Scott could have in
negotiating the mortgage amount. Commissioners DeWolf and Luke indicated
that he could start at $60,000, with $10,000 flexibility. Mr. Scott was also
authorized to get an appraisal of the property, up to a maximum cost of $500.
Regarding the Carlson sign, a lot line adjustment or easement can be put into
place. This would allow a line of site and access to the sign. The Liberty
House manufactured home can be moved off Norton temporarily. The other
items are on budget, including lodging costs during the transition.
In regard to the painting business the tenant is claiming the lease is
undervalued; it has a term of four years remaining. Commissioners DeWolf
and Daly approved of paying the difference; Commissioner Luke declined to
vote since he doesn't approve of the Site 2 project.
At this time the group discussed the Elliott property. Mr. Scott said he
discussed possible alternatives with Tim Elliott. At this time, Mr. Scott advised
that this be left out of the bond, and approached in another way. Commissioner
DeWolf said that is much cheaper to do this with the bond. Mike Maier
encouraged a decision within a week, since Marty Wynne needs numbers for
the bond package. It should also include the solid waste project and the new
neighborhood if possible. He explained the bonding process to the group at this
time.
Steve Scott said that the owner of the Plaza Motel now wants to sell to the
County. He originally asked for $2 million, but now will accept $1.2 million.
Mike Maier and the Commissioners stated that since building plans are now in
place, this property really isn't needed.

4. Discussion of County Projects.
Susan Ross stated that the architect is working out okay; by mid-January the
programming phase for each project should be completed.
In regard to space planning, a final draft of the building floor plan has been
completed. Risk Management will be going into the Information Services/
Archives/Information Technologies/Building Services building instead of the
main building, and space has been added for the Clerk, Assessor and Legal
Counsel.
An RFP will be done soon to find a daycare provider so that the provider's input
can be a part of the remodeling plans for the Deschutes Services Building.
Mike Maier suggested that parents be asked to volunteer their involvement in
this process.
Ms. Ross added that she is working on determining furniture needs at this time
as well.
Being no further items brought before the group, the meeting adjourned at
3: 00 p. m.
