MEMORANDUM
TO: Board of County Commissioners
FROM: Gary Judd, Traffic Engineer
SUBJ: 92nd Street LID
DATE: December 26, 2002
Road Department
61150 S.E. 27th St., Bend, OR 97702
(541) 388-6581 • FAX (541) 388-2719
The Road Department received petitions from eighteen property owners along 92nd
Street and 89th Street in the Whispering Pines Estates subdivision to form a Local
Improvement District (LID). There are forty-five lots that would be benefited by
the roads being improved in this LID. The eighteen petitioners represent 40% of
the property owners, according to County Code at least 25% of the owners must
sign the petition.
The Whispering Pines Estates is located half way between Bend and Redmond and
is accessed via Tumalo Road. There is 0.8 miles of roads included within the
proposed boundaries of the 92nd Street LID.
Cost to improve these roads to County standards is approximately $262,594 or
$5,835 per benefited lot.
The Road Department recommends that the Board approve the attached
Resolution to initiate the 92nd Street Local Improvement District. If the Board
decides to initiate this LID, the next steps in the process will be for the engineer to
complete a feasibility study and meet with the property owners.
