Luke and Michael M. Daly. Also present were Gary Smith and Suzanne Donovan, Mental Health Department; George Read and Steve Jorgensen, Community Development Department; Anna Johnson and David Givans, Commissioners' Office; Tom Blust, Road Department; Dan Peddycord, Health Department; Timm Schimke, Solid Waste Department; Ricklsham, Legal Counsel; media representative Barney Lerten of bend.com; and two other citizens. Chair Tom De Wolf opened the meeting at 10: 00 a. m. 1. Before the Board was Citizen Input. None was offered. 2. Before the Board was a Discussion and Consideration of Acceptance of a Grant from the NW Health Foundation for Crisis Resolution Center Start-up Expenses. Gary Smith gave a brief overview; he said that there will be a total of three start-up grants; this is first that has been approved. The total amount could reach $225,000 over 3 years; it will be at least $100,000. The funds are meant for the hiring and training of staff, the purchase of equipment, and to cover operating losses during the first few years. He added that the County would control the dollars, since the County has some obligation for the debts. Before the Board was a Discussion and Consideration of Signature of a Personal Services Contract with Teresa Hutchens -Collins for the Mental Health Department's Child and Family Program. Suzanne Donovan explained they are cutting contract in half, from twenty hours a week to ten hours a week; and Ms. Hutchens -Collins understands that it could end sooner because of State budget cuts. This funding comes directly from the courts from marriage and divorce fees. Commissioner Luke pointed out that the federal government has created some problems in regard to local agencies providing this type of service because of federal requirements regarding how the funding can be utilized. Before the Board was a Discussion regarding the Approval of Weekly Vouchers. LUKE: Move that this week's bills be approved without the signature of Mike Maier, the County Administrator. DEWOLF: Second. VOTE: LUKE: Yes. DALY: Yes. DEWOLF: Chair votes yes. B. Before the Board was a Discussion of the West Nile Virus. Dan Peddycord gave a presentation regarding vector control, specifically with regard to the West Nile virus, which is expected to impact Oregon in early 2003. He said that the Four Rivers Vector Control District services the area around Sunriver, and also contract with the Sunriver Homeowners Association and the Black Butte Homeowners Association. In the past the services have targeted nuisance mosquitoes; however, the West Nile virus is different in that it moderately impacts humans and animals, especially horses. Minutes of Board of Commissioners' Meeting Monday, December 30, 2002 Page 5 of 8 Pages There were 201 human deaths in the U.S. last year, mostly east of the Rocky Mountains and primarily in Illinois. It is anticipated that Oregon could experience up to ten deaths in the coming year, but this is an educated guess. There were two cases in animals in the state of Washington this year. The mortality rate in horses is 40 to 50%, but there is now a vaccine available for horses. Mr. Peddycord asked if the Board would consider setting aside between up to $150,000, but not less than $50,000, in a contingency fund to handle vector control where it is not already in place. The other alternative is to put it before the voters. The problem will increase for five or six years, and then should peak; that has been the trend internationally. It would then stay the same for a while and gradually drop. People who are bitten have lifetime immunity. He said that the fiscal situation in Oregon is a concern. Once this summer has come and gone, the public may strongly want action taken. Across the nation, public concern about the West Nile virus has been far greater than the threat of smallpox or anthrax. Federal funding is available for the smallpox issue, but not for the West Nile virus. Four Rivers Vector Control can do significant vector control for about $190,000 in 2003. He asked the Board if they would consider forming a district to raise those funds; they can always choose not to execute the tax if it isn't needed. Rick Isham explained that a district with a tax base must be formed in an even -numbered year. However, a district without a tax base can be formed at any time, but isn't of much use if there are no funds attached. Mr. Peddycord added that another option would be to wait and see what happens this year. Chair DeWolf said that he doesn't want the County to overreact to this issue in view of other, more defined, health needs in the community. There are a lot of things the Health Department does that need funding, such as inoculations, pregnancy screenings, prenatal care and so on. Minutes of Board of Commissioners' Meeting Monday, December 30, 2002 Page 6 of 8 Pages He said he is inclined not to do anything at this point, especially in view of the fact that the 9-1-1 levy and other cost measures failed this year. A district can be created quickly if necessary. He added that he doesn't want to appear flippant, but at this time there is no hard evidence of the impact of this virus on Oregon citizens and there are many other health needs that require funding. Mr. Peddycord stated that the government is working on a human vaccine, but that it could take several years or longer to implement it. Commissioner Luke asked if wildlife get the virus. Mr. Peddycord replied that they probably do, but it hasn't been studied heavily. He added that he is aware of some sheep dying from it, as well as several dogs. He stated that this is something that can't be ramped up at the last minute in the spring; now is the time to decide if Four Rivers Vector Control should work on these other areas. They can only work with the approval of the County. The greatest threat is in the area from Deschutes River Woods and south, although some farmlands would be impacted. A discussion took place regarding presenting this information to the various city councils, especially since they have half of the population of the County. Mr. Peddycord will attend the meetings of the Board with the cities of Sisters, Bend and Redmond that are planned for January. Commissioner Daly said that public health dollars should not be used for this, but that the County ought to give the public the opportunity to review the issue and decide if they are willing to pay for this service. People are thinking about this; and if the County doesn't give them an opportunity to address it, it could be a problem later if any deaths result from it. Mr. Peddycord suggested that a public forum be held as soon as possible. Chair DeWolf said that even if a taxing district were to pass, no funds would be available until November. He stated that the budget is established, and reserves have been set aside. He reiterated that it is more realistic to wait and see what happens on the west coast this spring and summer. In any case it couldn't go on the ballot until 2004 if it involves a tax base.
