WHEREAS, pursuant to ORS 810.180 paragraph (8), Section(a), the Board of County Commissioners as a road authority have been delegated authority by the Oregon Department of Transportation to designate reasonable and safe speeds on low volume or not hard surfaced County roads. In the Board's judgment, to protect the safety of the public; and WHEREAS, this action is based upon an engineering and traffic investigation; and WHEREAS, Elk Lane lies outside the corporate limits of any city; and WHEREAS, it appears that a safety necessity exists on that portion of Elk Lane from Deschutes Road to 750 feet East of Todd Road; now therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, HEREBY ORDERS as follows: Section 1. The designated speed of 30 m.p.h. be assigned to the following section of Elk Lane from Deschutes Road to 750 feet East of Todd Road. Section 2. That the County Road official erect appropriate signing according to MUTCD (Manual of Uniform Traffic Control Devices) requirements giving notice of the restriction. Section 3. ROAD DEFIT The Board Members of the Bend-Cascade View Estates Tract 2, Special Road District would like to ask for a Traffic /Speed Survey on Elk(off Juniper), Deschutes, Todd, Raven, Elk(off Todd), and Freemont Roads. The Board Members and Residents of Bend-Cascade View Estates would like to see a Speed Limit of 30-35 MPH on these Roads. The reasons we are asking for this survey are; School Kids walking to and from the Bus Stop, an increase in Population and Traffic in the area, Wildlife, an increase in Young Adult Drivers, and improvements to the Roads that Could result in faster moving Vehicles. Bend-Cascade View Estates Special Road District is located approximately 11 miles east of Bend and is accessed from the Alfalfa Market Road. The roads included in the request are Todd Road, Elk Lane, Deschutes Road, Fremont Road, and Raven Lane. All of these roads are maintained by the Special Road District. Deschutes County has been delegated authority, by the State of Oregon, to establish speed zoning on low volume (less than 500 vehicles per day) and/or unpaved County roads. This authority was granted under the condition that the County follows the engineering principles of and the criteria adopted by ODOT for the investigation and establishment of speed zones. INVESTIGATION OF THE REQUEST The Road Department conducted field speed studies on the above roads. The complete results of the studies are in the attached report. The studies consisted of measuring the speed and volume of vehicles using the road. The results varied slightly, but were consistent with rural subdivisions. The Road Department forwarded the speed zone requests to the Sheriff's Department with a recommendation of 30 mph.. John Diehl of the Sheriff's Department reviewed this request and agreed that a 30 mph speed zone appropriate for these roads. RECOMMENDATION The Road Department recommends that the Board of County Commissioners approve the Orders setting the speed limit on Todd Road, Elk Lane, Deschutes Road, Fremont Road, and Raven Lane to 30 mph. If the Board establishes the speed zones the Road Department will install the speed signs on the roads as soon as possible. The Road District will be responsible for maintenance of the speed signs.
