A Resolution Transferring Appropriations
Within Various Funds of the 2002-2003 * RESOLUTION NO. 2003-015
Deschutes County Budget and Directing Entries
WHEREAS, it is necessary to transfer appropriations within the Deschutes County Budget;
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. Whereas Resolution 2002-101 requests $361,000 to be expended on Mental Health
related purposes and whereas $229,000 has previously been budgeted as an expenditure, which
requires that an additional $132,000 be appropriated, and
Section 2. Whereas Resolution 2002-101 requests the appropriation of $200,000 for the
construction of a crisis -resolution center and $25,000 for a reserve fund for the Health Healing
Campus; therefore,
Section 3. The following transfers of appropriations need to be made:

A Resolution Approving Use of Accountable
Behavioral Health Alliance (ABHA) Oregon
Health Plan Reserve Funds for Mental Health
Related Purposes.
* RESOLUTION NO. 2002-101

WHEREAS, Deschutes County, through the Accountable Behavioral Health Alliance (ABHA) receives
funds from the Oregon Health Plan which are provided for the purpose of hospitalization of clients of Deschutes
County Mental Health; and
WHEREAS, if Oregon Health Plan funds provided for hospitalization of mentally ill clients are not
spent for hospitalization, those funds can be held in reserve and used for any mental health related purpose; and
WHEREAS, Deschutes County, through ABHA, has $361,000.00 in reserve Oregon Health Plan funds
and desires to use these reserve funds for other mental health related purposes; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. Upon receipt by County from ABHA of Oregon Health Plan reserve funds in the amount of
$361,000.00, said funds shall be allocated for expenditure as follows:
$200,000.00 for the construction of the Crisis Resolution Center, a 15 -bed crisis respite facility
to be constructed and operated by agreement among Deschutes County, Central Oregon
Regional Housing Authority (CORHA) and Cascade Health Services. This authorization for
allocation and expenditure of these funds is subject to the condition that Deschutes County,
CORHA and Cascade Health Services enter into satisfactory agreements for the construction
and operation of the Crisis Resolution Center. If satisfactory agreements cannot be reached
with CORHA and/or Cascade Health Services for the construction and/or operation of the Crisis
Resolution Center, these funds shall be held in reserve for other mental health related purposes;
2. $25,000.00 for a reserve fund for the Health Healing Campus, a temporary housing facility to be
constructed by CORHA on the grounds of the Crisis Resolution Center This authorization for
allocation and expenditure of these funds is subject to the condition that Deschutes County,
CORHA and Cascade Health Services enter into satisfactory agreements for the construction
and operation of the Crisis Resolution Center. If satisfactory agreements cannot be reached
with CORHA and/or Cascade Health Services for the construction and/or operation of the Crisis
Resolution Center, these funds shall be held in reserve for other mental health related purposes;
3. $30,000.00 for use by the Deschutes County Mental Health Out -Patient Crisis Back -Up Team
for additional staffing; and
4. $106,000 to the Deschutes County Mental Health Department contingency funds.

Section 2. This Resolution is effective immediately upon adoption.
