Luke and Michael M. Daly; Commissioner Tom DeWolf was out of town. Also present were Susan Ross and Anna Johnson, Commissioners' Office; Tammy Credicott, Property Management; and Mark Amberg, Legal Counsel. There were no media representatives or other citizens present. The meeting began at 10:00 a.m. 1. Consideration of an Offer on the Fremont Canyon Property. Tammy Credicott stated that this 240 acre parcel has been on the market for many years, and was originally valued at the land and timber, should the timber be harvest. The initial price was $538,900. It was lowered to $438,900 to exclude the timber value, since it was thought that anyone who might want to purchase the property would not harvest the timber. An offer has come in for $375,000 cash, subject to being able to place a residence on the parcel. Ms. Credicott stated that she and the County's broker of record, Steve Scott, would like to counteroffer at $410,000. She added that they would be comfortable at $400,000. The proceeds would be credited to the project development fund. LUKE: Move approval of the $410,000 counteroffer. DALY: Second. Commissioner Luke asked that the Board be advised immediately if the $410,000 counteroffer is not accepted or is countered. 2. Discussion regarding Extinguishing Mineral Rights on Properties Previously Sold by the County. Ms. Credicott stated that she has had two requests from two different parties for the County to remove wording in regard to mineral rights from properties sold by the County many years ago. Evidently this wording is creating a cloud on the title for both properties. She added that Legal Counsel has indicated the County has not included this wording on deeds for at least twenty years. LUKE: Move that the County quitclaim the mineral rights interest to the current property owners. DALY: Second. VOTE: DALY: Yes. LUKE: Yes. 3. Further Discussion regarding the Archives Facility. Susan Ross briefly discussed the idea of having a "true" archiving system, with an archivist to set up and maintain records as is required by the State. Commissioners Daly and Luke, as well as County Administrator Mike Maier, are supportive of this concept. The archivist would train as soon as possible and begin working with departments to properly set up their records storage. This process would take at least six months. It was agreed that the cost should be handled through the Clerk's office, since the Clerk is ultimately the person responsible for maintaining the County's records. It was also thought that there should be no fee per box charged at this time, since many departments would have a hard time handling another direct fee. Minutes of Administrative Liaison Tuesday, April 15, 2003 Page 2 of 4 Pages Ms. Ross suggested that perhaps someone who is being laid off by the County could fill the position, since no special training is required other than the initial training that would be provided at the State Archiving Division. Mike Maier observed that this could go out as an internal recruitment, and added that if someone who is losing their County job is selected, it would also save the County some money that would have had to be paid out in unemployment benefits. Ms. Ross will explain the concept of a formal archiving system at the department heads meeting of Wednesday, April 16, in order to get feedback and answer any questions at that time. 4. Discussion regarding Renewal of the Board's Bend Chamber of Commerce Membership. This was discussed because of recent newspaper articles and media interest regarding the City of Bend's refusal to renew its membership in the Bend Chamber of Commerce. They have done so because it was felt that there were potential conflicts of interest regarding the use of public money in the event the Chamber supports one political issue or candidate over another. After a brief discussion, the Commissioners indicated that there has been no official opinion of the Secretary of State offered in this regard; nor has the Attorney General come out with an opinion on it. Therefore, the County's membership will be renewed when due. 5. Discussion regarding Renewal of Wy'east RC&D Membership. Commissioner Luke said that he wants to keep this membership going, as he feels the members keep attention focused on the conservation needs of this part of the state. 6. Other Items. In regard to the D & D Tavern worker who tested positive for Hepatitis A, there was some discussion as to whether the name of the person or business should be disclosed. Minutes of Administrative Liaison Tuesday, April 15, 2003 Page 3 of 4 Pages After a brief conversation with Mark Amberg, the group decided that it is truly the call of the County's Health Director, Dan Peddycord, who must act in the best interests of the community. He will provide information for a media release that will give solid facts regarding the problem and the possible health ramifications. Senator Charles Starr, the current education chair, has asked to use the County's meeting facilities on a Saturday to hold a town hall meeting. It is likely that Senator Bev Clarno and Representatives Knopp and Westlund will attend as well. Commissioner Luke indicated that he would be available to provide access into the building; therefore, it will not be necessary to charge the Senator for County staff time.
