MINUTES OF MEETING
COUNTY/STATE BUILDING PROJECT GROUP
THURSDAY, MARCH 27, 2003
Present from the County were Commissioners Tom De Wolf and Michael M. Daly;
Renee Warner, Building Services; Rick Isham, Legal Counsel; Dave Peterson and
Joe Sadony, Information Technologies; Marty Wynne, Finance; and Susan Ross
and Anna Johnson, Commissioners' Office.
Present from the State were Karen Colburn, Traci Pankey, Al Nelson, Vicki Fields,
Sue Smit, Joni Gallinger, Don Davenport, and one other person (signature
unreadable). Others in attendance were Mary Campbell and Steve Gist of William
Smith Properties; Bernadette Rubio, CIDA; Terry Angle, Bussard Engineering;
and Arland Keeton, Keeton -King Contractors. No members of the media or other
citizens were present.
The meeting began at 10:00 a.m.
1. Current Status of Project
Mary Campbell said that tenant improvements are ready to go out to bid; the
foundation permit has been issued; and the building permit will be ready in a
few weeks.
Arland Keeton stated that there is an open trench, covered by plywood, which is
awaiting completion of work done by the cable TV and phone companies. This
may stay this way into May.
2. Discussion regarding the Kidnastics Building
Susan Ross explained that departments are now removing the materials that are
stored in the Kidnastics building; this should be completed by mid-April.

Mike Maier asked if there is any advantage into removing this building along
with the others across the street on Lafayette Avenue. Arland Keeton replied
that it doesn't make a lot of difference, since it's on the other side of the street.
Susan Ross said that the Carranza house has not been demolished since site
improvements in the new location for the manufactured home have not yet been
completed.
Mr. Maier stated that the other manufactured home might be moved to
Prineville, depending upon the requirements of the State program. He should
know the status in about a week.
Ms. Campbell asked if any progress has been made regarding the Olney Avenue
access. Ms. Ross replied that Steve Jorgensen, who handles traffic issues, is on
vacation; he will address this issue when he returns in a week. Ms. Campbell
and Arland Keeton both expressed concerns regarding doing the grading in a
timely manner.
3. Art Budget Items
Commissioner DeWolf said a call to artists will be sent out soon, and a
selection committee has been formed. The budget is $60,000 plus $5,000 to
manage the process. They are anticipating having slides by May 12, with
finalists selected by May 21. Actual models will be required by mid-July, the
selection will be made in August, and installation will occur in February.
The committee decided that different types of artwork, rather than one or two
big projects, would be best. The considerations are that the artwork be low
maintenance, attractive to the average person, and non -controversial.
Mike Maier pointed out that the Viking sculpture located in front of the Justice
Building might have to be moved when that building is remodeled.
4. Entry Security Issues
Arland Keeton said that he needs to know information on security systems,
including the type and manufacturer, for the bidding process. Joe Sadony
replied that he has the information and would provide it to Mr. Keeton
immediately.

5. Phone and Data Wiring
Susan Ross said that she has given the various County departments a deadline
of Friday, March 28 to submit their floor plans showing data wiring and phone
lines. Mary Campbell stated that the State had submitted their information to
Bernadette Rubio of CIDA the previous week, with the exception of the
location of printers and copiers.
6. Other Items
Susan Ross told the group that the County was approached to include other
agencies in the project. Mike Maier stated that there is too much going on, and
the County can't get involved in another big undertaking. COIC (Central
Oregon Intergovernmental Council) wanted to relocate into one large facility,
but it is too late to consider their request. Ms. Ross added that the County
doesn't want to compete with the private sector for this type of project. Mary
Campbell pointed out that there is a possible site available across the road, and
it is being considered.
Mike Maier asked if Lafayette Street would be repaired. Mr. Keeton said that it
will be put into its previous condition, but is not yet due for an overlay.
Commissioner DeWolf said that the Commissioners drafted a letter for the
Bulletin's "in my view" column, detailing the facts of the construction of the
new building and other County projects. It was presented recently to the
Central Oregon Association of Realtors, and appeared to be well accepted. The
letter will likely be published within a week or so.
The next meeting of the general group was set for April 24. In the meantime,
the smaller groups will meet as needed to finalize specific details.
Being no further discussion brought before the group, the meeting adjourned at
10:40 a.m.
