ORDER NO. 2003-046 WHEREAS, an election was held in Deschutes County 911 County Service District on March 11, 2003, on the measure set forth in Exhibit A concerning the proposed local option tax for operations for the District; and WHEREAS, the Notice of Measure Election authorized by the Board and submitted to the Deschutes County Clerk sets forth the required statements in ORS 280.080; and WHEREAS, an Abstract of Votes, copy of which is attached as Exhibit B, shows that a majority of the registered electors of the District cast their ballots at the election and a majority of those persons voting voted to approve the measure; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ACTING AS THE GOVERNING BODY OF THE DESCHUTES COUNTY 911 COUNTY SERVICE DISTRICT HEREBY ORDERS as follows: Section 1. That the election held in the Deschutes County 911 County Service District on March 11, 2003, as evidenced by the Abstract of Votes, a copy of which is attached as Exhibit B and incorporated by reference herein, 37,582 electors constituting 52.3 percent of the registered electors in the District cast ballots on the issue of the local option tax for operations and, of those electors 24,705 electors voted "yes," 12,864 electors voted "no," 12 electors chose not to vote either way and one elector chose to vote both "yes" and "no" on the measure captioned "FOUR-YEAR LOCAL OPTION TAX FOR OPERATIONS," as set forth in the attached Exhibit A, incorporated by reference herein. Section 2. The number of electors who voted at this election represents more than fifty percent (50%) of the electors registered in the Deschutes County 911 County Service District and a majority of the electors voting approved the measure as required by Art. XI, Sec. 11(8)(a) of the Oregon Constitution. The measure is declared to have passed. DATED this 9th day of April 2003. This measure may cause property taxes to increase more than three percent. SUMMARY: The current taxing authority for the Deschutes County 911 County Service District comes from a tax base passed by voters in 1994. Funds provided by this four- year local option tax will be used to maintain existing 911 services, continue the Emergency Preparedness Network (EPN), which notifies residents by telephone of emergency situations in their area, and establish a cost-efficient, ef- fective way to integrate the public safety information sys- tems. This measure would provide stable funding for 911 emer- gency services for four years. The proposed rate will raise approximately $989,726 in 2003-2004,$1,049,109 in 2004-2005, $1,112,056 in 2005- 2006, and $1,178,779 in 2006-2007 for a total of $4,329,670. EXPLANATORY STATEMENT Deschutes County voters are being asked to vote on a four- year local option tax to provide funding for the Deschutes County 911 Service District. 911 is the consolidated communications center for all public safety agencies in Deschutes County, including police, fire and medical emergency response personnel. In addition to answer- ing all 911 calls (which makes up a small percentage of the center's call volume), 911 personnel answer all other emer- gency and non-emergency calls, and provide all dispatch ser- vices for the following agencies. Redmond Police Department Redmond Fire Department Bend Police Department Bend Fire Department Deschutes County Sheriff's Office Deschutes County Rural Fire Protection District #1 Deschutes County Rural Fire Protection District #2 Sunriver Police Department Sunriver Fire Department La Pine Fire Department Black Butte Ranch Police Black Butte Fire Services Sister/Camp Sherman Fire District Crooked River Ranch Fire Services Cloverdale Fire District United States Forest Service Law Enforcement Oregon Department of Forestry Bureau of Land Management Air Life In addition to answering calls and dispatching emergency-ser- vices personnel, 911 dispatchers are trained and certified to give lifesaving emergency medical instructions to callers until the emergency personnel arrive at the scene. In 2001, 911 answered more than 250,000 calls for service. The proposed tax is being requested to raise sufficient rev- enue to continue 911 operations at current levels. In addition, the tax will provide funding for a cost-efficient, effective sys- tem that will integrate the information systems of all public- safety agencies in Deschutes County. Currently, public-safety agencies cannot transfer information on crimes or suspects quickly or efficiently due to incompatibilities in records and dis- patch systems. The 911 Service District's current taxing authority is a perma- nent rate limit approved by the voters in 1994. This measure would provide supplemental funds for 4 years and would ex- pire at the and of fiscal year 2006-2007. If approved, the cost of this local option tax would be 9 cents per thousand dollars of assessed value. The tax impact of this measure on a $100,000 home would be $9.00 per year. The fire and medical-response agencies served by 9-1-1 in- clude the Redmond, Bend, Sunriver, and La Pine Fire Depart- ments, Deschutes County Rural Fire Protection Districts 1 and 2, Black Butte Fire Services, the Sisters/Camp Sherman Fire District, Crooked River Ranch, Cloverdale Fire District, Oregon Department of Forestry, Bureau of Land Management, and AirLife. 9-1-1 also dispatches city, county, state, and federal law-enforcement personnel. 9-1-1 also operates the Emergency Preparedness Network- a high-speed telephonic alerting system, which was used to evacuate Black Butte Ranch during the Cache Mountain Fire and is credited with locating and saving an elderly Alzheimer's patient missing one winter's night In La Pine. Approval of this measure will allow 9-1-1 to raise sufficient rev- enue to continue operations at current levels and provide a cost-effective way to Integrate the information systems of all Deschutes County public-safety agencies. This four-year levy expires at the end of fiscal year 2006-2007. If approved, the cost would be 9 cents per $1,000 assessed value.
