MINUTES OF MEETING
STATE/COUNTY BUILDING PROJECT GROUP
THURSDAY, APRIL 24, 2003
Community Development Department Meeting Room, 117 Lafayette Ave., Bend
Present were Commissioner Tom De Wolf- Mark Amberg, Legal Counsel; Joe
Sadony and Dave Peterson, Information Technologies; Renee Warner and Tad
Walker, Building Services; Mike Maier, County Administrator; Susan Ross,
Commissioners' Office; and Dennis Perkins, Community Development.
Present from the State were Ron Parsons, Tom Gallinger, Michael Ryan, Al
Nelson, Charlie Prade, and Don Davenport. Others in attendance were Steve Gist
and Mary Campbell, Bill Smith Properties; Mathew Snyder and Arland Keeton,
Keeton King Construction; and David Welsh and Bernadette Rubio, CIDA. There
were no representatives of the media or other citizens present.
The meeting began at approximately 10: 00 a.m., and included discussions
regarding current construction status; timeline; and tenant improvements
Arland Keeton said that his company is making good progress, and is working on
data issues at this time. Mary Campbell reported that the full building permit is
expected in May. Dennis Perkins stated that the City of Bend lost the electrical
permit, but they're working on locating it.
David Welsh said that the architectural work is done except for the data wiring
portion; and the shop drawings are up to date. Ms. Campbell added that they have
the final plan on tenant improvements, and are now coordinating the data.
Bernadette Rubio agreed. Don Davenport explained that the State's voice/data
system needs will be provided by Verizon.

Joe Sadony asked if a computer room is on the plans, as he is getting calls from
subcontractors. The last plans he has are dated February 28, and include notes. He
added that there would be between 2,500 and 3,000 cables in the building. He is
advising the subcontractors to bid the plans, with no adjustments; the numbers can
be pared down as necessary, but he wants all of them to start out on the same page.
Susan Ross concurred that a base needs to be set, and the work adjusted later if
merited. Mr. Sadony will refer all calls to Mathew Snyder to coordinate.
Don Davenport stated that the drawings are in place; Ms. Rubio explained that they
don't have the mechanical drawings yet. Ms. Campbell said that the tenant
improvement plans would be done in a week; Mr. Keeton added that the HVAC
plans would be done by then as well.
Susan Ross discussed the public hearing on the exemption, and asked how the data
portion is being bid. Mr. Keeton said that it will be advertised in the Daily Journal
of Commerce and the Bulletin, for anyone who is able to do this kind of work to
bid on it. Mike Maier explained that this should be kept very clear. Ms. Ross
asked if it would be a sealed bid process; Mr. Keeton replied that that is somewhat
difficult to do, but he will handle it that way. It won't necessarily be the lowest
bidder, since the company needs to be qualified to do the work. Commissioner
DeWolf added that they need to bid per the specs, at least for the County's space.
Don Davenport said that the State has an existing contract with Verizon. Ms. Ross
stressed that everyone needs to know about this project, and as always it needs to
be kept above board.
Ms. Ross then asked about the manufactured home that is to be moved to O.B.
Riley Road as a part of the property exchange. Mr. Keeton replied that Planning
has approved the site work, and he is awaiting the sanitation approval for the sand
filter system. Dennis Perkins said he would check on this.
Regarding the second manufactured home, Ms. Ross said she is working with
Jefferson and Crook counties to see if it can be utilized for the mental health
program for which it was originally established. She has some calls out to find out
if they are interested. Mike Maier added that there is a $30,000 State lien on the
home that will have to be reimbursed if the home is not used for the intended
purpose.

It was decided that the complete group does not need to meet again until Thursday,
June 19; however, smaller groups will meet before then as necessary.
Being no further items brought before the group for discussion, the meeting
adjourned at 10:50 a.m.
