COUNTY/STATE BUILDING GROUP
THURSDAY, JUNE 199 2003
Commissioners' Hearing Room - Administration Building

Present from the County were Commissioners Dennis R. Luke and Tom De Wolf;
Commissioner Tom DeWolf attending a portion of the meeting. Also present
were Mike Maier, County Administrator; Rick Isham and Mark Amberg, Legal
Counsel; Susan Ross, Commissioners' Office; Dave Peterson and Joe Sadony,
Information Technologies; and Renee Warner and Tad Walker, Building
Services.
Present from the State were Renata Beck, Michael Ryan, Don Davenport, Karen
Colburn, and Vicki Fields. Also in attendance were Arland Keeton of Keeton -
King Construction; David Welsh and Bernadette Rubio, CIDA; and Mary
Campbell, Bill Smith Properties. No representatives of the media or other
citizens attended.
The meeting began at 10:10 a. m.
Mary Campbell gave an update regarding the overall construction. Arland Keeton
added that the work is on schedule, although demolition of the old Kidnastics
building has been delayed for construction purposes. They are preparing to install
the steel structure for the second floor, followed by a 5-1/2 inch slab for the
flooring. In the meantime, sidewalks and other improvements are being made. He
said that the top of the structure would have some concrete to support the HVAC
equipment. He also explained that it would be about thirty days before the old
house is removed.

Commissioner Luke asked if any progress had been made regarding the access
from the new parking lot to Olney Street, as this additional access will help relieve
some of the anticipated traffic congestion on Lafayette Avenue and Wall Street.
Ms. Campbell explained that Bill Smith has been discussing this with various
representatives of the City. She said that at this point, there appears to be no
problem with utilizing the access; however, it is likely that only a right in - right
out configuration will be allowed. Nothing has been put into writing at this time.
Commissioner Luke added that he would like to see this access in place before the
next election. Mike Maier stated that the next big election would be in March
2004, unless the legislature puts something significant on the November 2003
ballot.
Several representatives of the State asked if there could be any changes made to
the electrical plan at this point, as some floor plan adjustments are now necessary
so that they can accommodate interview rooms. Mr. Keeton replied that it is very
close to the point where these types of changes cannot be made, but he will discuss
a specific deadline date with them.
Bernadette Rubio said that she would provide a set of the latest plans to the State
and County as soon as possible. Joe Sadony stated that he needs the current plans
to make sure recent changes have been included. Mike Maier indicated that he
would like to meet with the contractor to discuss where things are in relation to
change orders and the budget, to confirm that everything is on track financially.
Mr. Keeton stated that he is working on getting vendor bids for the doors and the
locking system. Susan Ross confirmed that the State is providing its own audio-
visual and telephone systems.
Commissioner DeWolf said that, regarding the County's portion of the building,
representatives of all departments should sign off on the floor plans for their areas
of the building so there will not be any confusion later. Ms. Ross replied that she
should soon have the final floor plans so this can be done.
Commissioner DeWolf stated that the selection of artwork is progressing, and a
presentation would be given by various artists later in the morning.

It was decided that the next general meeting of the group would be on September
18, and that in the meantime other meetings will be held as needed.
Being no further items discussed, the meeting adjourned at 11:05 a.m.
