Deschutes County Board of Commissioners 1130 NW Harriman St., Bend, OR 97701-1947 (541) 388-6570 - Fax (541) 388-4752 - www.deschutes.org MINUTES OF SHERIFF'S LIAISON MEETING WEDNESDAY, JUNE 259 2003 Present were Deschutes County Board of Commissioner Chair, Dennis Luke; Commissioners Tom DeWolf and Mike Daly; Mike Maier, County Administrator; Rick Isham, Legal Counsel; Sheriff Les Stiles; Sue Brewster and John Sholes of the Sheriff's Office; and media representative Barney Lerten from the Bugle and bend.com. Legal Counsel Rick Isham took minutes at the meeting. Chair Dennis Luke opened the meeting at 2:45 p.m. #1. Motorola Radio Equipment Contract The Sheriff presented a modified Motorola radio contract for consideration. The contract was significantly improved in terms of cost, and provided 30 days for either party to terminate the contract for convenience. After considerable discussion, Dennis Luke moved approval subject to legal review, and Mike Daly seconded; there was unanimous approval. #2 Taxing Districts The Sheriff discussed funding options with the Board; although no vote was taken, the consensus of the meeting was that the Sheriff should pursue the option of permanent tax funding through two taxing districts -- one district for the jail and mandated services and another district for rural patrol. #3 Awbrey Butte Towers Sheriff Stiles made a presentation regarding the status of the proposal for towers on Awbrey Butte. Sue Brewster recommended hiring Tom Sponslor, former Multnomah County Legal Counsel, as special counsel to explore FCC issues relating to the towers and the potential for interference. Page -2- The Board authorized a contract not to exceed $10,000 on the condition that the Sheriff's Office would get pledges from other effected jurisdictions, with a maximum amount to be paid out of County funds not to exceed $5,000.
