DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, AUGUST 119 2003
Commissioners' Hearing Room - Administration Building

Present were Commissioners Dennis R. Luke, Tom De Wolf and Michael M. Daly.
Also present were Dan Peddycord, Health Department; Sue Brewster, Sheriff's
Office; George Kolb, Road Department; Tammy Credicott, Property Management;
Susan Ross and Anna Johnson, Commissioners' Office; George Read, Damian
Syrnyk and Catherine Morrow, Community Development Department; and Laurie
Craghead and Mark Amberg, Legal Counsel. Also present was media
representative Chris Barker of the Bulletin; and two other citizens.
Chair Dennis Luke opened the meeting at 10:04 a.m.
1. Before the Board was Citizen Input.
Citizen and Vietnam War veteran Dick Tobiason gave a brief recap of the
dedication ceremony of the Rex T. Barber Veterans' Memorial Bridge (over the
Crooked River) that took place on Saturday, August 9. He thanked the
Commissioners for their attendance, along with the attendance of about 500
other citizens. The ceremony included other activities and was very successful.
He asked for the Commissioners' support for adopting the Klamath County
veterans' honor signs in Deschutes County. Klamath County is possibly the
only county in the state that has signs that say "We Honor Veterans". There are
a large number of veterans in this area — one out of every eight residents is a
veteran in Deschutes County and in the tri -county area. Deschutes County
would need nine signs, and a sign could be bolted underneath existing signs.
He would like to see Deschutes County take the lead on this.

Medal of Honor recipients should also be honored; there have been fourteen
from Central Oregon. He is working with the Historical Society for a display,
and has formed an advisory committee to handle these activities.
Bob Maxwell is still suffering from injuries he received in the Vietnam War, and
Mr. Tobiason feels Mr. Maxwell should be honored for his valor.
The Commissioners discussed possibly putting plaques in front of the Courthouse
once it has been remodeled, or perhaps at the Fairgrounds or other public locations.
George Kolb will investigate the cost of the signs, and what ODOT regulations
may be in this regard, and will advise the Commissioners accordingly.
2. Before the Board was a Discussion and Consideration of Signature of a
Letter Appointing Jacque Cramer to the Public Health Advisory Board.
Dan Peddycord introduced Jacque Cramer, who is a public health nurse by
training and is very experienced in this field.

3. Before the Board was a Discussion and Consideration of Signature of
Document No. 2003-378, a Real Property Lease for the Sheriffs Substation
in La Pine.
The new property will accommodate the needs of the Sheriff's Office much
better. Community Development will continue to use the building previously
shared the Sheriff's Office, and will take over the area vacated by the Sheriff's
Office.

4. Before the Board was a Discussion and Consideration of Signature of
Document No. 2003-379, a Deed of Dedication and Acceptance for a Right -
of -Way on Harmony Lane (east of Bend).
George Kolb said this was given to the County long ago, but an acceptance of
the dedication was never done.

5. Before the Board was a Discussion and Consideration of Signature of
Document No. 2003-380, an Acceptance of a Right -of -Way Dedication Deed
for A. I Warrin (Jordan) Road (near Sisters).
George Kolb explained that the road was established in 1879, but it is difficult
to establish the actual location of the road now. The Road Department is
dedicating along the center line of the existing road instead, as development
occurs.

7. Before the Board was a Discussion and Consideration of Signature of
Order No. 2003-085, Designating a Newspaper for the Publication of the
Fiscal Year 2003-04 Deschutes County Foreclosure List.
Tammy Credicott stated that the Bulletin is the newspaper of choice, due to its
circulation, for the publication of names in the foreclosure process.

8. Before the Board was a Discussion of a Public Hearing and Consideration
of Adoption of Ordinance No. 2003-078, Repealing Ordinance No. 2003-
001, regarding a Coordinated Population Forecast for Deschutes County.
Damian Syrnyk explained that the purpose of the hearing scheduled for
Wednesday is to repeal the ordinance adopted in March, since there is a LUBA
appeal pending at this time.
The Census Bureau has released new migration data, which will eventually be
incorporated in the forecast.
This item will be addressed at the Wednesday, August 13 Board meeting.
9. Before the Board was a Discussion and Consideration of Signature of
Document No. 2003-381, an Amendment to the Services Contract between
Deschutes County and William Smith Properties, Inc., regarding the
County/State Building Project.
Susan Ross said this incorporates the changes previously discussed with
William Smith regarding the increase in the size of the building and other
changes. This document addresses the design changes that were made.

10. Before the Board was a Discussion and Consideration of Signature of
Resolution No. 2003-092, Declaring Certain Equipment Surplus and Directing
Disposition (Manufactured Home to the Residential Assistance Program).
Susan Ross stated that this involves the manufactured home previously used for
Liberty House. It is still tied to a $30,000 state grant, so it needs to be used by
an organization that provides mental health services.

11. Before the Board was a Discussion and Consideration of Signature of
Resolution No. 2003-096, Declaring Certain Equipment Surplus, and

Process).
Susan Ross said that this addresses the jet skis that were damaged in the recent
Davis wildfire.

12. Before the Board was a Discussion and Consideration of Signature of
Resolution No. 2003-097, Declaring Certain Equipment Surplus, and
Directing Disposition (Obsolete Computer Equipment to Central Oregon
Resources for Independent Living).
Susan Ross explained that Information Technologies has indicated this
equipment is obsolete, and CORIL uses this type of equipment for word
processing and other training needs.

15. Before the Board were Additions to the Agenda.
A. Before the Board was a Discussion and Consideration of Signature of
Document No. 2003- 383, an Operating Agreement between Deschutes
County and the Deschutes Children's Foundation for the Becky
Johnson Community Center.

Dan Peddycord said that there has been a small increase in rent of $75 per
month over last year. The will now share a staff person at the front desk;
and the rental amount now includes basic supplies and the use of equipment.

B. Before the Board was a Discussion and Consideration of Signature of
Document No. 2003-384, an Intergovernmental Agreement between
Deschutes County and Crook County regarding the Transfer of an
Oregon Department of Transportation Credit to Crook County for the
West Butte Road/Millican Improvement Project.
Commissioner Luke explained that ODOT has indicated the agreement
meets their approval. Mark Amberg added that there are a few language
changes made, but otherwise it is nearly ready for signature.
This item will be addressed at the Wednesday, August 13 Board meeting.
C. Before the Board was a Motion regarding the Approval of Weekly Bills.
DALY: Move approval that the weekly bills be approved without the
review of Mike Maier.
