BEFORE THE BOARD OF COMMISSIONERS OF DESCHUTES COUNTY, OREGON
A Resolution Declaring Support of
Cooperative Partnerships to Increase the * RESOLUTION NO. 2003-093
Availability of Childcare and Early
Education in Deschutes County
WHEREAS, there is a significant gap between the number of available childcare openings in
Crook, Deschutes and Jefferson Counties and the demonstrated need for such services; and
WHEREAS, there is a direct and demonstrated linkage between the availability of quality
childcare and the ability of a community to attract and retain quality employers; and
WHEREAS, there is a direct and demonstrated linkage between quality of childcare and early
childhood education and success in school in later years; and
WHEREAS, employers, agencies, parents and community members all must be a part of any
solution to providing adequate childcare and early childhood education in any community; and
WHEREAS, the availability of trained, professional childcare providers plays a pivotal role in
determining both the supply of adequate childcare openings and the quality of the same; and
WHEREAS, childcare providers have few options for training and support services in the
Central Oregon region; and
WHEREAS, "The Childcare Governance Committee" is dedicated to identifying additional
resources to increase the number of childcare slots in Jefferson, Crook and Deschutes Counties
and is recognized as an organization to provide recommendations regarding regional childcare
development to the Deschutes County Commission on Children and Families and the Deschutes
County Board of Commissioners; and
WHEREAS, "The Childcare Governance Committee" requests each participating political
jurisdiction to appoint a representative from the Local Commission on Children and Families and
the local community action team as a voting member; and

WHEREAS, "The Childcare Operating Committee" provides recommendations to the
"Childcare Governance Committee", the Deschutes County Commission for Children and
Families, and the Deschutes County Board of Commissioners regarding the benefits of regional
childcare system development models, delivery of direct childcare services, locally identified
childcare needs, is an interface between local childcare providers, employers and policy makers;
and brings together regional community partners around childcare issues and identified
solutions; and
WHEREAS, "The Childcare Operating Committee request each participating political
jurisdiction to appoint a representative from the Local Commission on Children and Families, a
local representative from local Early Childhood Committee, one childcare provider, one
employer, and other stake holders as deemed appropriate by the Board of Commissioners;
NOW, THEREFORE, BE IT RESOLVED BY THE DESCHUTES COUNTY BOARD OF
COMMISSIONERS that it is in the interests of the citizens of the County to participate in and
support partnerships designed to support increased availability of quality childcare and early
education in the County through comprehensive models, and designates "The Childcare
Governance Committee" as the organization to represent Deschutes County on regional childcare
policy and fiscal issues, and will appoint the appropriate individuals to represent Deschutes
County on the "The Childcare Governance Committee".
FURTHER, the Board finds it in the interests of the citizens of the County to participate in and
support "Childcare Operating Committee" as the organization to provide recommendations to the
"Childcare Governance Committee", the Deschutes County Commission on Children and
Families, and the Deschutes County Board of Commissioners regarding benefits of regional
childcare system development models, delivery of direct childcare services, locally identified
childcare needs, is an interface between local childcare providers, employers and policy makers,
and brings together regional community partners around childcare issues and identified
solutions; and will appoint the appropriate individual to represent Deschutes County on the
"Childcare Operating Committee".
