MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, SEPTEMBER 89 2003
Commissioners' Conference Room - Administration Building - 1130 NW Harriman St., Bend
Present were Commissioners Dennis R. Luke, Michael M. Daly and Tom DeWolf.
Also present were Mike Maier, County Administrator; Susan Ross, David Givans
and Anna Johnson, Commissioners' Office; Mark Pilliod, Legal Counsel; Debbie
Legg and Sandy Humphreys, Personnel; and Carlie Chubb, Finance. No media
representatives or other citizens were in attendance.
The meeting began at 1: 30 p.m.
1. Discussion regarding Health Risk Appraisals.
Sandy Humphreys gave an overview of the proposed health risk questionnaire
and appraisals. The appraisal is meant to assess the health of the participants,
who complete a confidential questionnaire that would be evaluated by a firm
specializing in this type of program.
The participants would then receive, at their home, an evaluation of the results
of their questionnaire, accompanied by literature that would address any health
issues specific to them. The entire batch of questionnaires would be tallied and
the County given the results of the overall study. Individual information would
not be provided.
The reason for the program is the fact that there is a direct correlation between
medical claims and wellness scores. It is anticipated that helping the employee
participants with health issues would result in fewer medical claims.
The cost of the program per person would be $15.00, and funding would be
provided through the health benefits trust fund.

After a lengthy discussion, the consensus of the Commissioners was to offer
this program at no cost to the first 200 County employees plus up to twenty
COIC employees. If there appears to be extreme interest in the program, it
might be extended to other employees beyond the 200. If employees wish to
have their spouses or other family members participate, they would need to pay
the $15 fee for each of those family members.
The Commissioners indicated that they would like to see a staff report on this
program within sixty days of when it commences, so that they can see what
measure of interest has been taken in the program.
2. Update on B -Well Physical Activity Academy and Educational Workshops.
Sandy Humphreys indicated that there will be a presentation at the EBAC
(Employee Benefits Advisory Committee) meeting on September 16. It is
hoped that the EBAC will then make a recommendation to the Commissioners
regarding different aspects of the Academy.
A ten -week pilot program has been suggested, and the "favor coupons"
previously discussed are meant to be simple rewards, such as lunch. The
coupons are provided by other members of the Academy team when a team
member reaches a specific goal.
Ms. Humphreys also said that she would like to arrange for educational
workshops, perhaps on a quarterly basis. These would be more specialized than
the "lunch & learn" workshops, and could possibly address issues such as high
blood pressure, diabetes and so on. Typically these workshops would feature
doctors or other medical specialists as guest speakers.
Debbie Legg added that since these would typically run longer than a lunch
period, supervisor approval would be required. If the workshops were held in
different locations, they could be attended by several departments at once (such
as Health and Mental Health; Solid Waste and Road; Juvenile and Adult
Corrections; etc.). The Commissioners suggested that perhaps these could also
be handled as a part of a regular departmental staff meeting; and if a speaker is
not available, perhaps an appropriate video could be used.

Ms. Legg and Ms. Humphreys expressed concern that it may not be able to get
the medical specialists to attend more than a couple of meetings, since they do
this on their own time and at no cost. Ms. Humphreys added that she will check
with St. Charles Medical Center to find out what professionally produced
videotapes are available that can be loaned out to the County.
3. Discussion of Alzheimer's Lunch & Learn
Ms. Humphreys asked if the public could be invited to an upcoming Lunch &
Learn segment relating to Alzheimer's disease. The Commissioners
encouraged this, and asked her to work with Anna Johnson regarding a press
release.
4. Update of County Projects.
Susan Ross explained that the City of Bend seems open to suggestions
regarding the Olney Street access. The changes would involved a traffic
analysis of the intersection. A change directive needs to be approved by the
Board since there is an estimated cost of $50,000, which would come out of the
contingency fund.
The cost would include rearranging the Olney access as required by the City;
plus some changes, including re -striping for an extra right-hand turn lane, at the
Portland/Olney/Wall intersection. Also included in the change directive is the
cost of paving the area between the building project and Olney, as this was not
included in the original construction bid.
The consensus of the Commissioners was that it was appropriate to set this
$50,000 aside, and for Ms. Ross to arrange for the necessary work to proceed;
however, they want to know if any major changes are found to be necessary.
Ms. Ross added that negotiations with the owner of the veterinary clinic are
ongoing; she will keep the Commissioners posted on that issue.
Being no further items discussed, the meeting adjourned at approximately
2: 30 p. m.
