Luke and Michael M. Daly; Commissioner Tom De Wolf was out of the office. Also present were Mike Maier, County Administrator; Susan Ross and Anna Johnson, Commissioners' Office; Joe Sadony, Information Technologies; and Mark Pilliod, Legal Counsel. The meeting began at 1: 30 p.m. 1. Update of County Projects. Susan Ross gave an update of various County projects at this time. ■ She explained that the old structures where the Warehouse is to be built will be torn down next week; arrangements have been made to salvage any reusable materials. ■ The old house behind the motel has been leveled. That area will be for fleet parking, but for now it is taped off. The east side of the building should be paved in about four weeks. ■ Regarding the parking situation, it has been a challenge working with the various members of the Parking Committee. Information regarding the number of employees per group, the number of expected visitors and the average length of their visits and other information has been requested. ■ The City of Bend has approved Vermont Avenue, which will serve the Warehouse/IT/Archives building, to alley standards, which is 24 feet wide, with no sidewalks required. Minutes of Administrative Liaison Monday, September 22, 2003 Page 1 of 4 Pages ■ Ms. Ross said that next week she will meet with Susan Loomis, the owner of the veterinary business on Olney to discuss the Olney access. Ms. Loomis would like to see improvements to the Portland/Olney/Wall Street intersection, and the size of the Olney median reduced, and the City has tentatively agreed that this would be appropriate. ■ Regarding the Courthouse remodel project, Ms. Ross met with Ernie Mazarol and the District Attorney regarding access into their buildings. The Sheriff was unable to attend. The members of the Security Committee are still working out the details. Also, she advised that the City has indicated it wants sprinkler systems in both the Courthouse and the Justice Building. ■ In regard to the Alyce Hatch remodeling project, some details regarding P & P Construction Company's certified payroll need to be resolved. CDGB documents from the State are expected, and a public hearing to take testimony on how the project was handled is scheduled for September 24. ■ The environmental study of the Midstate Electric Cooperative property in La Pine is due by September 30, and is being coordinated by David Evans and Associates. The County's previous offer on the property was rejected, and a new offer will be made if the findings of the study are acceptable. ■ Ms. Ross said that she has spoken with Arland Keeton regarding the removal of the sally port walls outside the Parole & Probation day reporting area. Security concerns have been raised about the wall remaining in place because someone could easily hide behind the wall. Also, some of the clients attempting to locate Parole & Probation office door have had a problem doing so, as it is obscured by the wall. The wall originally was built when prisoners were being brought into the building while it was the Juvenile Community Justice holding facility; however, the wall is no longer needed and could be a liability. 2. Communications Update ■ Anna Johnson said that the Citizen Update newsletter deadline was last week; a proof is expected from the Bulletin this week. Minutes of Administrative Liaison Monday, September 22, 2003 Page 2 of 4 Pages ■ The Training Committee has put together an overview of the work of County departments for the videotape to be developed; all departments have approved. ■ The new County website is scheduled to be launched in early November. ■ Mandatory supervisory training has been set up, and so far a good number of individuals have signed up for the classes. ■ Ms. Johnson is working with Jenny Scanlon of Juvenile Community Justice on the Family Access Network (FAN) Program; this also involves the Health Department, the Commission on Children & Families, and the Mental Health Department. 3. Other Business. Mark Pilliod explained that he has been in contact with Ron Bryant regarding the Healing Health/Crisis Resolution Center project, and has also been working on the details of the construction management with CORHA (Central Oregon Regional Housing Authority). The scope of CORHA's work is being revised, as there was a misunderstanding about the amount of on-site supervision and who would provide it. The various contracts with the hospital are nearly ready for signature. Joe Sadony stated that the courtroom video project is going well. Equipment has already been set up in the Jail and in the Juvenile Community Justice facility. Mike Maier said that he meets with AFSCME union representatives on September 23. If agreement cannot be reached, they have the option of a thirty -day cooling off period and then going on strike.
