Deschutes County Board of Commissioners 1130 NW Harriman St., Bend, OR 97701-1947 (541) 388-6570 - Fax (541) 388-4752 - www.deschutes.org MINUTES OF ADMINISTRATIVE LIAISON DESCHUTES COUNTY BOARD OF COMMISSIONERS TUESDAY, SEPTEMBER 16, 2003 Commissioners' Conference Room - Administration Building - 1130 NW Harriman St., Bend Present were Commissioners Dennis R. Luke, Tom De Wolf and Michael M. Daly. Also present were Mike Maier, County Administrator; and, at various times during the meeting, Debbie Legg, Personnel; Greg Canfield and Gary Smith, Mental Health Department; Scot Langton, Assessor; and Anna Johnson and Susan Ross, Commissioners' Office. No media representatives or other citizens were present. The meeting began at 9:30 a.m. 1. Discussion of Mental Health Personnel Request. Greg Canfield explained that the Mental Health Department is requesting an additional 2.5 FTE. These are positions that for the most part were cut back or eliminated, and it has been determined that there is a strong need for these positions to be reinstated; they are for secretarial support and a quality assurance employee. Most of the funding for these positions is from outside revenue sources and the elimination of various positions, and will cover the remaining nine months of the fiscal year. The consensus of the Commissioners was that this meets their approval. A resolution will be presented by Finance to detail the appropriate funding allocations. 2. Discussion of Humane Society Property Transfer. Laurie Craghead explained that documents transferring property to the Humane Society of Central Oregon were approved by the Board some time ago, but have just now been finalized. The Commissioners then signed Order No. 2003-109. Minutes of Administrative Liaison Tuesday, September 16, 2003 Page 1 of 4 Pages 3. Discussion of Solid Waste Operations. Timm Schimke gave an overview of the location and types of buildings for the planned improvements at Knott Landfill. A major concern is whether to have all landfill materials brought into the main dump area and then have the recycling sorted out, or to allow the contractor additional access, which might require more employees and equipment. It could make sense to have all material originally in one building, so as to require less rolling stock. He further said that Bailey would prefer more control, but there are fiscal responsibility issues as well. Mike Maier said that sharing a building would probably be okay, but there may be problems mixing crews. Commissioner Luke added that it would be hard to measure the vendor's customer service, and customers would assume that the workers are all from the County. This item will be discussed further once Mr. Schimke is able to develop some estimated numbers. 4. Discussion of Bend Industrial Property. At this time the group briefly discussed Juniper Ridge property located north of Bend which was deeded to the City some years ago for public purposes. At that time, requirement of a master plan and 10% dedicated to parks was a part of the transfer. Mike Maier asked what the Board would interpret as a public purpose; i.e. would using it for industrial parcels fit this purpose. Mike Maier also indicated that the City will be requested to de -annex property off Poe Sholes Road, adjacent to the Sheriffs facility. During the course of this meeting, the Board went into and out of Executive Session under ORS 192.660(1)(d), Labor Negotiations; and ORS 192.660(1)(h), Litigation. After the conclusion of the Executive Session, the following actions were taken by the Board. Minutes of Administrative Liaison Tuesday, September 16, 2003 Page 2 of 4 Pages AFSCME "Cost of Living Adjustment" Award: DEWOLF: Move that all AFSCME union employees be treated the same regarding a cost of living adjustment: $500, provided through payment of the employees' health insurance co -pay over ten months' time. The motion died for a lack of a second. DALY: Move that AFSCME employees be given an equivalent of $350 for full- time employees; and an equivalent $500 for those with reduced hours; excluding elected officials. This benefit is to be provided through payment of the employee's health insurance co -pay over the appropriate number of months. LUKE: Second. VOTE: DALY: Yes. DEWOLF: Yes. LUKE: Chair votes yes. Mike Maier said he would present this to AFSCME for consideration and will report back as to the response. Lorenz v. Deschutes County LUBA Appeal No. 2003-123 (Cascade Gardens): DEWOLF: Move that the County file a brief in order to defend the work of staff. DALY: Second. VOTE: DALY: Yes. DEWOLF: Yes.
