Luke and Michael M. Daly; Commissioner Tom DeWolf was out of the office. Also present were Dave Malkin, 9-1-1; Mark Pilliod, Legal Counsel; Julie Lyche, Commission on Children & Families; Susan Ross and Anna Johnson, Commissioners' Office; Michael Manley, Fair & Expo Center; media representative Chris Barker of the Bulletin; and four other citizens. Chair Dennis Luke opened the meeting at 10: 00 a.m. 1. Before the Board was Citizen Input. None was offered. 2. Before the Board was a Discussion of the Reading of a Proclamation, Declaring October 2003 "Disability Employment Awareness Month" in Deschutes County. — Dan Horton, Community Development Department; and Lin Gardner of the Local Human Services Coordinating Council This item will be addressed at the Wednesday, October 1 Board meeting. 3. Before the Board was a Discussion of the Reading of a Proclamation, Declaring October 2003 "Family Violence Awareness Month", and October 30 "Work to End Family Violence Day" in Deschutes County. — Layne Hood, Prevention Office — Commission on Children & Families This item will be addressed at the Wednesday, October 1 Board meeting. Before the Board was a Discussion of the Reading of a Proclamation, Declaring October 15 "Elder Abuse Awareness Day" in Deschutes County. — M. P. Meekins and Karren Ruesing, State of Oregon Department of Human Services This item will be addressed at the Wednesday, October 1 Board meeting. 5. Before the Board was a Discussion and Consideration of Signature of 2003- 04 Bridge Grants and Contract Amendments (Documents No. 2003-433 through 2003-440) related to Services Provided under Memoranda of Agreement for Subgrants. Julie Lyche gave an overview of the bridge grants and two contract amendments relating to subcontractors. She added that the status of State funding after February 2004 is still uncertain. DALY: Move approval of all of the grant documents and amendments. LUKE: Second. VOTE: DALY: Yes. LUKE: Chair votes yes. 6. Before the Board was a Discussion of Signature of Document No. 2003-376, an Assignment of Development Agreement No. 2003-239, from Pahlisch Homes, Inc. to Elk Horn Development, LLC. This item will be addressed at a future date. 7. Before the Board was a Discussion and Consideration of Signature of Resolution No. 2003-111, Approving the Issuance of Hospital Revenue Financing by the Hospital Facility Authority of Deschutes County. DALY: Move signature. LUKE: Second. Commissioner Luke stated that when he moved to Deschutes County, the hospital was downtown on the hill. He added that St. Charles has always been a great facility, is user-friendly and a good community partner. He said, however, there are some problems that have to do with discounts that are given to selected people and groups. As the County went into being self-insured, the feeling was that the County should get the same discount as others. He added, though, that the more he thought about it, the more he came to the conclusion that there should not be a discount at all except for those providers that must receive them, such as Medicaid. Whenever there is a discount, someone else has to make up the difference. There are a large number of citizens not getting any discount, subsidizing those who are, and in his opinion that is absolutely wrong. VOTE: DALY: Yes. LUKE: Chair votes yes. 8. Before the Board was a Discussion and Consideration of Signature of Order No. 2003-087, Designating Certain Property (Outside the Courthouse/Justice Building) as a County Park. This item will be addressed at a future date. 9. ADDITIONS TO THE AGENDA Before the Board was a Discussion and Consideration of Signature of Two Notice of Intent to Award Letters for Fairgrounds Projects: Conference Building Storage Shed, and Maintenance Building Machine Shed. Michael Manley, Operations Manager of the Fairgrounds, explained where the buildings will be located and their purpose. Only one bid was received for each project, which he hopes will begin in mid-October. DALY: Move approval of signature of both letters. LUKE: Second. VOTE: DALY: Yes. LUKE: Chair votes yes. Minutes of Board of Commissioners' Work Session Monday, September 29, 2003 Page 3 of 5 Pages CONVENED AS THE GOVERNING BODY OF THE 9-1-1 COUNTY SERVICE DISTRICT Before the Board was a Discussion and Consideration of Signature of Document No. 2003-443, a Contract between Deschutes County and Qwest Government Services, Inc. regarding Public Safety Product Maintenance; and Document No. 2003-444, regarding Public Safety Product Sales/Installation. Dave Malkin explained that for three years he and the State have discussed the purchase of a new phone system for 9-1-1. A number of locations in the State have them already. The State has finally stepped up to purchase almost all new equipment this biennium, and will come up with $310,000 towards the purchase of an appropriate phone system. All of the County's costs are within the current budget. DALY: I authorize Dave Malkin to enter into these agreements. LUKE: Second. VOTE: DALY: Yes. LUKE: Chair votes yes. Commissioner Luke then stated that the County owns over 100 acres on the top of Whispering Pines that can only be divided into ten -acre parcels at this time. He suggested that perhaps a portion could be used as an antenna farm, given its location and the clear line of sight. With all of the problems surrounding the antenna farm on top of Awbrey Butte, it is difficult to site further antennas in that location. Mr. Malkin said that he will speak with the Sheriff about the possibilities of utilizing a portion of the Whispering Pines location.
