Luke and Michael M. Daly; Commissioner Tom De Wolf was out of the office. Also present were Mike Maier, County Administrator; George Read and Damian Syrnyk, Community Development Department; Laurie Craghead, Legal Counsel; Debi Harr, Commission on Children & Families; Dave Malkin of 9-1-1; media representative Chris Barker of the Bulletin; and three other citizens. Chair Dennis Luke opened the meeting at 10:00 a.m. 1. Before the Board was Citizen Input. None was offered. 2. Before the Board was Consideration of the Second Reading and Signature of Ordinance No. 2003-031, regarding Urban Reserve Areas Eligible for Resort Siting. Before the Board was Consideration of Signature of Document No. 2003-458, Amendment No. I -A to the Biennial Master Agreement between the Oregon Commission on Children & Families and the Deschutes County Commission on Children & Families, Correcting an Error in Amendment No. 1., Debi Harr explained the reason for the corrected amendment; Lane County's funding had inadvertently been included by the State in Amendment No. 1. Laurie Craghead explained that an application for reconsideration to further discuss the sidewalks that are being required by the City in front of the Road Department, as a part of the County's application for a remodeling project. Signature of Resolution No. 2003-113, Transferring Appropriations within the Deschutes County Mental Health Fund, and Directing Entries. 7. Signature of Resolution No. 2003-116, Transferring Appropriations within the Sheriff's Office Fund, and Directing Entries. 8. Signature of Resolution No. 2003-117, Transferring Appropriations within the Deschutes County General Fund for the Purchase of a Plat Cabinet. 9. Signature of Resolution No. 2003-118, Appropriating New Health Department Grant Funds to the Deschutes County Budget for Fiscal Year 2003-04, and Directing Entries. CONVENED AS THE GOVERNING BODY OF THE 9-1-1 COUNTY SERVICE DISTRICT 10. Before the Board was Consideration of Signature of Resolution No. 2003- 115, Transferring Appropriations within the Deschutes County 9-1-1 County Service District Fund (for the Purchase of a Digital Logging Recorder). Dave Malkin said this is a part of the new phone system that was discussed last week. The State is providing $309,000 for new phone system; there will be matching funds of $65,000 from the District. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the 9-1-1 County Service District in the Amount of $5,386.73. DALY: Move approval, subject to review.
