MEMORANDUM (541) 388-6581 • FAX (541) 388-2719
TO: Board of County Commissioners
FROM: Gary Judd, Traffic Engineer
SUBJ: Bandley Road LID
DATE: November 3, 2003
The Road Department received petitions from five property owners along Bandley
Road in the Spring River Acres, Unit No. 5 Subdivision to form a Local
Improvement District (LID). There are seven residential lots that would be
benefited by the road being improved. There is an eighth lot on Bandley Road that
was designated on the subdivision plat for "Drainfield Purposes Only" and will
not be include in the LID. The five petitioners represent 71 % of the property
owners, according to County Code at least 25% of the owners must sign the
petition. Five of the property owners shared the cost of the $800 filing fee.
Spring Rivers Acres subdivision is located west of the Deschutes River in south
Deschutes County, a mile west of Sunriver. Access to the subdivision is via
Spring River Road.
Bandley Road is about a quarter of a mile in length. Cost to improve this road to
Deschutes County road standards is approximately $70,000 or $10,000 per
benefited lot.
The Road Department recommends that the Board approve Resolution No. 2003 —
127 to initiate the Bandley Road Local Improvement District. If the Board decides
to initiate this LID, the next steps in the road improvement process will be for the
engineer to complete a feasibility study and meet with the property owners.
