BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
An Order Establishing a Designated Speed of 35
m.p.h. on that portion of Minnetonka Lane from
Kiowa Road to Cinder Butte Road located in * ORDER NO. 2003-107
Deschutes River Woods, Bend, Oregon,
Deschutes County, Oregon.
WHEREAS, pursuant to ORS 810.180 paragraph (8), Section(a), the Board of County Commissioners
as a road authority have been delegated authority by the Oregon Department of Transportation to designate
reasonable and safe speeds on low volume or not hard surfaced County roads. In the Board's judgment, to
protect the safety of the public; and
WHEREAS, this action is based upon an engineering and traffic investigation; and
WHEREAS, Minnetonka Lane lies outside the corporate limits of any city; and
WHEREAS, it appears that a safety necessity exists on that portion of Minnetonka Lane from Kiowa
Road to Cinder Butte Road located in Deschutes River Woods Subdivision; now therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, HEREBY
ORDERS as follows:
Section 1. The designated speed of 35 m.p.h. be assigned to the following section of Minnetonka Lane
from Kiowa Road to Cinder Butte Road.
Section 2. That the County Road official erect appropriate signing according to MUTCD (Manual of
Uniform Traffic Control Devices) requirements giving notice of the restriction.
Section 3. That any previous order with respect to the designated speed for the above road which is in
conflict with the provisions of this order is hereby rescinded.

Speed zones on Kiowa Rd. and Minnetonka Lane
BACKGROUND
Frank Pennock, President of the Deschutes River Woods Homeowners Association,
requested Deschutes County place a 35 mph speed on the paved portions of Kiowa Road
and Minnetonka Lane. These are the last roads in Deschutes River Woods without a
posted speed. Kiowa Rd. / Minnetonka Ln. is the only paved route between River Woods
Drive and Cinder Butte Road. The paved portions of both roads are maintained by the
Deschutes County Road Department.
Deschutes County has been delegated authority to establish speed zoning on low volume
(less than 500 vehicles per day) and/or unpaved County roads. This authority was
granted under the condition that the County follows the engineering principles of and the
criteria adopted by ODOT for the investigation and establishment of speed zones.
INVESTIGATION OF THE REQUEST
The Road Department conducted a field speed study on Kiowa Road and Minnetonka
Lane. The complete results are in the attached report. The study consisted of measuring
the speed and volume of vehicles using the roads. The results were:

The Road Department forwarded the speed zone request to the Sheriff's Department.
Marvin Combs of the Sheriff's Department also reviewed the requests and agreed that a
35 mph speed zone for these roads was appropriate.
RECOMMENDATION
The Road Department recommends that the Board of County Commissioners approve the
Order setting the speed limit on Kiowa Rd and Minnetonka Lane to 35 mph. If the Board
establishes a speed zone the Road Department will install the speed signs on the road as
soon as possible.
