MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, DECEMBER 1, 2003
Commissioners' Meeting Room - Administration Building - 1130 NW Harriman St., Bend
Present were Commissioners Dennis R. Luke, Tom De Wolf and Michael M. Daly.
Also present were Mike Maier, County Administrator; Anna Johnson and David
Givans, Commissioners' Office; and Mark Pilliod, Legal Counsel. No media
representatives or other citizens were present.
The meeting began at 1: 30 p. m.
1. Update on Policies.
David Givans briefly explained the final draft of two proposed policies, which
have both been reviewed by the Commissioners and Legal Counsel several
times.
Cash Over/Short Policy:
Mr. Givans said that he has received some feedback from
departments, all of it positive.
• Fraud Reporting:
Mr. Givans stated that comments were received from the Sheriff s
Office, Mental Health and Health, which were addressed. The
purpose of the policy is to keep the Treasurer aware that the
departments' funds are balanced, beyond internal review.
The Commissioners indicated that the two policies should be placed on the
December 8 Board meeting agenda.

2. Communications Update.
Anna Johnson explained that tickets are being sold for the employee holiday
party. She also said that quilts are being hung this week in various County
buildings as part of national AIDS recognition.
3. Update of County Projects.
Mike Maier said that, if funding allows, he would like to see the doors to the
Juvenile Community Justice and Parole & Probation buildings converted to the
same type of door security system now used at the Human Services building
and the new County/State building. The Board stated that this would be
acceptable if funding is available to do so; they asked that an estimate be
provided to them at the next meeting.
4. Discussion of Meetings with County Service Districts.
The Commissioners indicated that no special meetings need to be set with the
boards of the Service Districts beyond what already takes place.
5. Other Business.
Mike Maier stated that Marty Wynne is investigating the potential of setting up
a credit card system for the payment of taxes. In this case, a fee would be
added to the amount the customer pays. He will update the Board as soon as
possible on this issue.
Mark Amberg and Mike Viegas gave an overview of "project civic access",
which is a comprehensive ADA review through the U.S. Department of Justice.
(A copy of the DOJ document is attached as Exhibit A.) The DOJ makes a site
visit to the agencies involved, one of which is the City of Ashland.
Although it is voluntary, it is felt that it is best to allow the review. The County
always bring in CORIL (Central Oregon Resources for Independent Living),
and don't anticipate any problems. However, Mr. Viegas added that the review
could be somewhat technical in nature; for instance, some entities have a
talking website for the sight impaired. He said that his department has $25,000
budgeted each year to deal with ADA issues.

At this point the Commissioners and Legal Counsel went into executive session,
called under ORS 192.660(1)(d), labor negotiations.
Being no further items brought before the group, the meeting adjourned at
2: 30 p. m.

Here are our suggested priorities for spending $25,000 to address accessibility issues for
Deschutes County
1. 1130 NW Harriman- Administration Building. Remove and replace ramp in front of
the door. (Bottom floor).
2. 1130,NW Harriman. Add detectable warnings from parking spaces to door (bottom
floor).
3 Make sure all elevators in Deschutes County buildings meet accessibility guidelines.
4. Courthouse Annex — Parking- Fix parking spaces on both east and west side of the
building.
5. Make sure all ramps into Deschutes Service Building are made accessible. 1340 NW
Wall.
6. Make sure all bathrooms in Deschutes Service Building are made accessible. If a
daycare is added to the building at least one bathroom has to be rebuilt under 503-504
guidelines.
