An Order Rejecting all Offers on the Sheriff's
Office Communication Tower Project
ORDER NO. 2003-128
WHEREAS, pursuant to ORS 279.035 and OAR 137-030-0102, a political subdivision of the
State of Oregon may reject all offers for good cause upon the political subdivision written findings it is
in the public interest to do so; and
WHEREAS, OAR 137-030-0102(2)(c) specifically permits rejection of all offers where a
Solicitation Document is ambiguous and threatens the fairness and integrity of the competitive
process; and
WHEREAS, the Solicitation Document for the Sheriff's Office communication tower project
dated October 30, 2003 stated that the Deschutes County Sheriff's Office/Communications section
requested a formal quote on the design, engineering and construction of a 60' tower, it is ambiguous
because it is unclear whether the plans for the communications tower's design and construction were
required to be part of the offer or whether only the cost of the design, engineering and construction
were required to be included in the offer. A copy of the Solicitation Document is attached as Exhibit
"A" and incorporated by reference herein; and
WHEREAS, this ambiguity in the solicitation document threatens the fairness and integrity of
the competitive process; and
WHEREAS, three offers were received in response to the ambiguous Solicitation Documents,
the three bids are attached as Exhibit "B", "C", and "D" and incorporated by reference herein; and,
now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
HEREBY ORDERS as follows:

Section 1. The offers received in response to the Sheriff's Office Communications Tower Solicitation
Document dated October 30, 2003~are, hereby rejected for good cause and in the public interest.

I have corrected the information I provided initially and that should be discarded. There-will be 2 microwave antennas at each

Re: RFP-Awbrey Butte Tower
Jon,
Day Wireless Systems will provide the complete design, engineering and
construction of a 60 foot tower to be located directly behind the Deschutes
County Sheriff's Office communications shelter on Awbrey Butte for $47,198.75.
This tower will be located on the north end of the DCSO building on Awbrey
Butte. The tower will be located so as to provide a bridge connection to the
currently existing cable bridge attached to the building. The tower will be
situated so that the North face runs East to West as a compass line runs.
The tower will be self-supporting, of triangular design, with a base width of 7'- 0"
tapering to 5'-0" at the top. This tower will utilize tubular steel for tower legs and
angular steel for bracing. The tower will be designed for a basic wind speed of
90 mph with 1/2" of radial ice in accordance with ANSI/EIA/TIA-222-F-1996
(reduction in wind speed will be considered when ice is applied). The tower
foundation will be designed and supplied based on actual soil conditions. P.E.
certified tower profile and foundation drawings are included and can be made
available for permit purposes. Final erection drawings will be provided upon
completion.
Materials to be provided include:
Complete tower steel and hardware
Anchor bolts and templates
Climbing step bolts
Waveguide support ladder with 1 stacker to support 12 lines
Tuf-Tug safety cable kit and leg brackets
All ice bridge materials

Geotechnical investigations are required for all projects that involve subsurface
foundation installations, engineering design parameters, and other related
aspects of site development. Geotechnical data obtained in these
investigations will be provided to the tower and foundation designers and
engineers. Siemans and Associates from Bend, Oregon will provide.these
services. In all probability, they will use a 24 receiver geophone spread spaced
on 4 feet or so which would give a clear, detailed picture of the ground
conditions throughout the construction zone and beyond. The data is used to
assign elastic properties to the ground materials that are in turn used to
determine strength. Also the information is useful for estimating construction
difficulty. This information will be used to determine the actual foundation
design. A copy of this report will be provided to Deschutes County.
Tower grounding supplies and installation will provided in accordance with
Motorola R-56, Standards and Guidelines for Communications Sites. New tower
grounding will be exothermically welded at all connections and will be attached
to the existing building ground system.
