MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
TUESDAY, DECEMBER 9, 2003
Commissioners' Meeting Room - Administration Building - 1130 NW Harriman St., Bend
Present were Commissioners Dennis R. Luke, Tom De Wolf and Michael M. Daly.
Also present were Mike Maier, County Administrator; Susan Ross and Anna
Johnson, Commissioners' Office; and Mark Amberg and Mark Pilliod, Legal
Counsel. No media representatives or other citizens were present.
The meeting began at 1: 30 p.m.
1. Update on County Projects.
Susan Ross explained that a charge order is necessary to cover adding regular
locks on interior office doors, an additional table for the Assessor's plats, a wall
change for Legal Counsel, and relights for the Assessor's cartography area.
DEWOLF: Move approval.
DALY: Second.
VOTE: DALY: Yes.
DEWOLF: Yes.
LUKE: Chair votes yes.
Ms. Ross then said an amendment in the amount of $5,000 regarding the
contract with ExhibitOne needs to be approved, which would cover the
engineering of two new courtrooms.
DEWOLF: Move that Mike Maier can sign this amendment.
DALY: Second.

Ms. Ross said that the I.D./security system is about ready to use.
Regarding the key card access system, Ms. Ross stated that it will cost about
$8,000 to change the doors at Juvenile Community Justice and Parole &
Probation.

DEWOLF: Yes.
LUKE: Chair votes yes.
2. Discussion regarding Federal Lobbyist Selection.
The Commissioners, Mark Pilliod and Judith Ure will help with the interviews
and selection.
3. Discussion of Department Head Signature Authority.
Mark Pilliod said that the resolution will be revised per the Board's instruction
so that Gary Smith can sign certain grant amendments for his department.
4. Discussion of Facilities Use Policy.
Mark Amberg stated that the proposed policy has gone before the department
heads for feedback.
5. Other Business.
No other items were brought before the group.

At this point the Commissioners and Legal Counsel went into executive session,
called under ORS 192.660(1)(c), real property sale negotiations.
