MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, NOVEMBER 249 2003
Commissioners' Meeting Room - Administration Building - 1130 NW Harriman St., Bend
Present were Commissioners Dennis R. Luke, Tom DeWolf and Michael M. Daly.
Also present were Mike Maier, County Administrator; Anna Johnson and Susan
Ross, Commissioners' Office; Tammy Credicott, Property Management; and Mark
Pilliod, Legal Counsel. Others present were Kendall Shaber and John Gibson,
Habitat for Humanity; and Bud Hutchinson, Bruce White, and Sam Kirkaldee,
representing Sage -Com. Representatives of the media Chris Barker of the Bulletin
and Barney Lerten of bend. com and The Bugle were also present.
The meeting began at 1: 30 p.m.
1. Discussion of Donation of Property to Habitat for Humanity.
Tammy Credicott distributed maps showing the land that Habitat for Humanity
is requesting be donated by the County for low income housing. Susan Ross
stated that sewer service is available and water is coming soon, and that the land
is zoned for just about anything. Ms. Shaber said the land would be kept in a
land trust. If the houses are sold, the land will not be. This will keep the future
cost of the houses down.
Ms. Credicott said that the Community Development Department removed
community credits from the majority of the lots that were considered; this
property still has those credits available. Commissioner Daly asked if
apartments or triplexes should be put on the property. Ms. Shaber said they will
be putting two houses on each lot; John Gibson added there may be planning
issues with triplexes. Commissioner Luke stated that they should do what is
best for their group.

Commissioner Daly asked if the zoning was compatible for their use. Ms.
Shaber said that they were looking into it, and added that services are nearby.
DEWOLF: Move that the lot be donated.

2. Sage -Com Lease Update.
Tammy Credicott stated that the lease language my need to be rewritten once
again. She then distributed a letter from Sage -Com with proposed Sage -Com
lease language regarding the option to purchase. Sage -Com would like more
certainty regarding the cost of property in the future; however, Mark Pilliod
stated that the County is not in a position to say what might be done with the
property in the future. He also stated that not all of the issues have to be
discussed now; just the language in the lease regarding a future appraisal. At
this time there needs to be an appraisal of the entire property divided by two,
plus the cost of cleanup. Sage -Com wants assurances that the lease option or
the availability to purchase the property will be there in the future.
Sage -Com has asked for a ten-year lease with two ten-year renewable terms.
Mike Maier said the County couldn't guarantee what the base will be in the
future. Commissioner Daly said at this point the County should not go back on
what was agreed to previously. Sage -Com will pay any assessments attached to
the property from the formation of an L.I.D. (Local Improvement District) at the
time of the purchase of the property.
3. Discussion of a Request for a Donation of Property for, and Assistance in
the Development of, a Public Park in Deschutes River Recreation
Romesites.
Tammy Credicott said that Bill Gaetano discussed the donation of property for
a park; the property can't be built on due to septic restrictions. The property is
not in the La Pine Park and Recreation District. He has requested a package
deal that the County would help with park upkeep, etc. Ms. Credicott stated
that the County's interest would be only to donate the land.

Mike Maier asked if we want to start in this direction, since others might want
land for parks as well. Ms. Credicott replied that they would need to come up
with a plan and present it later. Mr. Maier added that they would need to be
able to insure the land. Commissioner Luke asked that Ms. Credicott set up
criteria for them to meet before a decision is made.
4. Discussion of the Results of an Environmental Assessment of Coach Road
(La Pine) Property (for the proposed skate park.)
Tammy Credicott said the Level 1 Environmental Inspection is done on the
property; the only issue is two square yards of soil stained from oil. She will
find out if the Road Department can scoop up the oil. Commissioner Luke
asked if the group has the money to develop the park. He added that they could
come to the Commissioners with an update of the project.
5. Discussion of Next Citizen Update.
Anna Johnson said that Julie Lyche from Commission on Children and Families
has asked if the Citizen Update can be dedicated to their department in January,
as it will be their ten-year anniversary.

6. Communications Update.
Anna Johnson stated that the Employee Newsletter would be included with
paychecks. She is working on the request for the proposal for employee
training and on the upcoming NACo Conference.

7. Update of County Projects.
Susan Ross stated that the County will save $88,000 that was going to be spent
for the assumption of the State's lease for moving their Vocational
Rehabilitation group out of Red Oaks Square. The County will not have to
assume the lease since the State will not be moving that department.
Ms. Ross met with the City of Bend and the Fire Marshall regarding the
Courthouse project. They are still requiring the County to put in sprinklers in
the Courthouse and the Justice Building; even though they are separate
buildings. Commissioner DeWolf said that the buildings are already connected
on the second floor. Per Ms. Ross it is the interpretation of the local Fire
Marshall that the sprinklers need to be in both buildings. The County will have
to sign an agreement that sprinklers will be installed within three years of
completion of the project, although it is possible they will extend this time limit
to five years.
Commissioner DeWolf asked about the traffic study discussed previously; Ms.
Ross replied that it is not yet finalized.
8. Further Discussion regarding "We Honor Veterans" Signage.
Commissioner DeWolf said he is not in favor of putting signs at the County
lines saying "We Honor Veterans". The County already honors Veterans and
needs to honor others also; this singles out one group. The future memorial in
front of the Courthouse is meant to honor Veterans.
Commissioner Daly said he talked with Klamath County and they have had no
controversy over the signs that were already put up. Commissioner Luke stated
that he has only had one person come up with this idea; no other Veteran has
mentioned the signage issue to him. He added that Mike Scorby should get the
group together and discuss what other Veterans are considering.
9. Other Business.
Being no further discussion, the meeting adjourned at 3: 00 p.m.

At this point the Commissioners and Legal counsel went into executive session,
called under ORS 192.660(c), Real Estate Negotiations.
