MINUTES OF MEETING
of
DEPARTMENT HEADS AND BOARD OF COMMISSIONERS
MONDAY, DECEMBER 8, 2003
Hearing Room - Administration Building - 1130 NW Harriman St., Bend
Present were Commissioners Dennis R. Luke, Tom De Wolf and Michael M. Daly.
Also present were Dan Despotopulos, Fair & Expo Center; Renee Warner,
Building Services; Tammy Credicott, Property Management; Marty Wynne,
Finance; Dan Peddycord, Health; Scott Johnson, Commission on Children &
Families; Mike Dugan, District Attorney; Tom Blust, Road; and Pat Ross,
Veterans' Services.
Also in attendance were Gary Smith, Mental Health; Becky Jackson, Parole &
Probation; Gary Schrader, 9-1-1; George Read, Community Development; Mark
Pilliod, Legal Counsel; Jeff Kern, Surveyor; Bob LaCombe, Juvenile Community
Justice; Nancy Blankenship, Clerk; Dave Peterson and Bob Haas, Information
Technologies; Timm Schimke, Solid Waste; Susan Ross, David Givans and Anna
Johnson, Commissioners' Office; and Scot Langton, Assessor. No media
representatives or other citizens were present.
The meeting began at 1: OS p. m.
1. Introductions.
The attendees introduced themselves at this time, and welcomed Gary Schrader,
who is replacing Dave Malkin as the interim Director of 9-1-1 until a permanent
Director is hired.
2. Overview of the County Employee Orientation Video.
Anna Johnson showed the employee orientation video at this time. The
consensus of the group was that it was well done and will be very helpful to
new employees.

3. Update on the Release of the New County Internet Site.
Bob Haas gave an overview of the new County site, and fielded a few questions
from the group in regard to tracking the number of "hits" to the site and to
individual department sites. He said that the most visits are to the DIAL site,
followed by visits to the Clerk's site, the Personnel jobs site, Community
Development and the Sheriff s Office. Commissioner DeWolf asked that a
breakdown be provided in as much detail as possible.
Mr. Haas asked that departments be diligent about keeping their sites updated
and relevant, and for them to add meetings whenever possible. He added that
he has received good feedback from various users.
4. Update of County Building Projects.
Susan Ross advised that the La Pine site is now under contract, with close of
escrow scheduled in February. Midstate Electric Cooperative will lease back
portions of the property for a year, as they will be gradually moving into their
new facility.
Mike Dugan asked if a decision has been made regarding the Courthouse
remodel. Ms. Ross said that the Board and the Judges are meeting later in the
week, so a decision should be known soon.
Ms. Ross told the group that if they or others in their departments would like to
tour the new County/State building, she'd be happy to show them through. The
exterior is nearly complete, the framing of the interior walls has been done, and
the contractor is on schedule.
She also advised that the Board has adopted a policy in regard to the use of
identification badges. An identification badge system has been purchased, and
Health and Mental Health will begin using them immediately. Other
departments will start using the badges as County facilities are built or
remodeled, as the badges will consolidate features of identification and key card
system access.
5. Department Updates.
Dan Peddycord stated that flu shots are still available; however, the vaccine is
limited to fifty doses a week through the end of the year. They are not limited to
just the elderly and children.

He added that there have been two confirmed cases of the flu in Crook County
and twenty-four in Oregon, but none in Deschutes County yet. It is expected that
this year's flu season will be worse than usual, and unfortunately the vaccine
doesn't seem to cover all strains of the virus.
Gary Smith said that his department has a new video conferencing system, paid
through ABHA (Accountable Behavioral Health Alliance) joint funds, although
part of these funds comes from Deschutes County. This will enable the ABHA
representatives of the various counties to "meet" via video conference call instead
of always having to travel to other locations. This equipment is available for
other departments to use, but it will remain at the Human Services building.
6. Other Business.
Susan Ross said that the department goals are now in, and meetings are being
arranged as necessary.
She reminded the group to make sure everyone signs up for the employee
holiday party as soon as possible.
Being no further items brought before the group, the meeting adjourned at
1: 05 p.m.
