Deschutes County Board of Commissioners 1130 NW Harriman St., Bend, OR 97701-1947 (541) 388-6570 - Fax (541) 388-4752 - www.deschutes.org MINUTES OF ADMINISTRATIVE LIAISON DESCHUTES COUNTY BOARD OF COMMISSIONERS MONDAY, JANUARY 5, 2003 Commissioners' Meeting Room - Administration Building - 1130 NW Harriman St., Bend Present were Commissioners Dennis R. Luke, Tom De Wolf and Michael M. Daly. Also present were Mike Maier, County Administrator, Anna Johnson and David Givans, Commissioners' Office; Mark Pilliod, Legal Counsel; and media representative Chris Barker of the Bulletin. No other citizens were present. The meeting began at 1:30 p.m. 1. Update on County Building Projects. Susan Ross provided an update of some of the various projects. Court Security Issues Ms. Ross said that an alternate entrance with a temporary security station would be installed during the remodeling project. (At this time she referred to various oversized drawings of the plan) An option would be to use the sallyport entrance in the back corner; however, this requires a temporary wall. It would probably be needed for six months. The Sheriff and the Judges have indicated they approve of this plan. Fire Exit at Courthouse The Fire Marshall is requiring a third fire exit off the second level of the building, above the Law Library. He has indicated that the other two exits, which are ADA approved, are too far away. Minutes of Administrative Liaison Monday, January 5, 2004 Page 1 of 3 Pages Other Courthouse Information Ms. Ross added that a bid on the project is due in early spring. She was directed to prepare a memo to the users of the Courthouse and Justice Building to remind them to expect some noise and disruption during the remodeling process although all possible efforts to keep the disruption to a minimum will be made. Furniture Purchases Ms. Ross said that the preliminary estimate for the furniture needed for the new County administration building is too high. The process was for the departments to make their selections, with the caveat that some of their "wish list" items might have to be eliminated. Most of the departments prefer the Herman Miller line of furniture, but it is one of the most expensive brands. $400,000 was budgeted, and the estimate came in at $550,000. She added that it is hard to allocate the cost by department or employee, since some departments have much of their furniture already and others don't have anything since their current furniture is built-in. Ms. Ross was instructed to request each department cut back their list of furniture, or to look at purchasing a different brand. Warehouse Project Ms. Ross said that the contractor lost a few days because of bad weather, but should have the roof on soon so the floors can be poured. 2. Communications Update. Anna Johnson said that the training committee is reviewing the RFP results. There were three submitted: New Horizons, the Computer Learning Center, and Central Oregon Community College. A decision should be made by the end of the week. Barbara Roberts has agreed to provide a day's Legacy program training, for those individuals who weren't able to attend the previous sessions. Ms. Johnson is working with the Commission on Children & Families on the next Citizen Update, to honor the Commission's ten-year anniversary. Commissioner DeWolf reminded the group of the upcoming National Association of Counties' event scheduled at Sunriver. He asked that the Commissioners attend at least the opening event, since Deschutes County is sponsoring the conference. Being no further items brought before the group, the meeting adjourned at 2: 30 p. m. At this point the Commissioners and Legal Counsel went into executive session, called under ORS 192.660(1)(c), Real Estate Negotiations; (h), Litigation; and (i), a Personnel Issue.
