MINUTES OF MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
REPRESENTATIVES OF COURT
TUESDAY, MARCH 9, 2004
Commissioners' Meeting Room - Administration Building - 1130 NW Harriman St., Bend
Present were Commissioners Michael M. Daly, Dennis R. Luke and Tom De Wolf.
Also present were Mike Maier, County Administrator; Susan Ross,
Commissioners' Office; and Ernie Mazorol and Judge Michael Sullivan, Courts.
No representatives of the media or other citizens were present.
The meeting began at 4:35 p.m.
The purpose of the meeting was to discuss the justice building/courthouse remodel
project.
Susan Ross explained that it has been proposed that:
• The District Attorney's offices remain in the building, instead of moving to new
quarters.
The District Attorney's offices on the first floor move to the second floor where
Information Technologies is now located.
Courts would then use the first floor.
Commissioner Luke also suggested that the Law Library could move to the old
Bill's Electric building.
Judge Sullivan explained that they like the close working relationship they have
with the District Attorney's Office, but given the growth of the County and the
needs of the District Attorney's Office and the Courts, it will be only a matter of a
few years before the space would be inadequate. They are already short on space.

He added that the OMNI Group study indicates that the growth will occur, and he
feels that this will happen regardless of the state of the budget.
Susan Ross said that the District Attorney's Office is not gaining space by moving
to the administration building; it's almost exactly the same square footage. The
District Attorney indicated from the beginning that he didn't want his group to
move due to safety issues, and it has been an uphill battle.
Mike Maier stated that the staff of the D.A.'s Office is petitioning to stay in the
same building because of safety concerns. (A copy of the letter is attached.)
Judge Sullivan observed that he understands their concerns, but there are a number
of shortcomings to be addressed. Changes would throw off the architectural work
and security.
After further discussion, it was decided that the Courts and the District Attorney
should meet to address concerns and come to a consensus on how this issue can be
handled.
Being no further items discussed, the meeting adjourned at 5:10 p.m.
