ORDINANCE NOD 83-008
WHEREAS, the Solid Waste Advisory Committee recommended a
reorganization of the Committee on November 4, 1982; and
WHEREAS, the Board of County Commissioners recognizes the
value of the Advisory Committee with respect to Deschutes County°s
function relating to solid waste collection and disposal activi-
ties within the County; and
WHEREAS, the Board of County Commissioners concurs with the
recommended Ordinance amendments; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON, ORDAINS as follows:
Section to That subsection (1) of Section 5001, Solid Waste
Advisory Committee, be amended to read as follows:
(1) Seven (7) Members:
(a) One (1) member with an engineering or technical
background.
(b) One (1) member who is a franchise holder or person
employed in the solid waste collection or disposal
industry.
(c) Five (5) lay members.
Section 20 That subsection (1) of Section 5.02, Appointment
of Solid Waste Advisory Committee, be amended to read as follows:

(1) Members shall be appointed by the Board. Members
shall be appointed for terms of three (3) years.
In the event of a vacancy on the Committee before
a member has completed a three (3) year term, the
vacancy shall be filled by the Board for the
balance of the unexpired term.
Section 3. That subsection (2) of Section 5002, Appointment.
of Solid Waste Advisory Committee, be amended to read as follows:
(2) Notwithstanding the three (3) year term of office
described in subsection (1) of this Section, of
the Committee members duly appointed to the Com-
mittee as of January 1, 1983, three (3) shall be
designated for a term ending on June 30, 1983,
two (2) shall be designated for a term ending on
June 30, 1984; and two (2) shall be designated
for a term ending June 30, 19850
Section 4. That subsection (3) of Section 5002, Appointment
of Solid Waste Advisory Committee, be amended as follows:
(3) On each January 1, the Solid Waste Advisory
Committee shall elect one member as Chairman and
another member as Vice Chairman, each of whom
shall serve in such capacity for one calendar
year. Four members of the Committee shall con-
stitute a quorum for the transaction of business.
The Committee shall meet at such times as deemed
necessary or as called by the Board. The Chair-
man or any three members of the Committee may
call a special meeting with ten days notice to
the other members of the Committee, provided,
however, the members may waive such notice.
Section 5. Subsections (2) and (3) of Section 5002, Solid
Waste Advisory Committee, are hereby repealed.
Section 6. This Ordinance being necessary for the immediate
preservation of public peace, health and safety, an emergency is
declared to exist, and this Ordinance takes effect on its passage.
