Smith on the Drinking Program Farm Census Proclamation Request for Fee Waiver for Subdivision - Earl Nichols Ms. - Smith --stated that the problem -of drink ingrdr. vers- is;7especially prevalent during the holidays and explained the measures this program as well as others around the country are taking to prevent it. She.discussed the program and the problem of- drinking.drivers,-further and thanked the Board for their support of this program. Chairman. Shepard read this proclamation aloud. Crain Smith, Planner, noted that.the fee for type II Subdivisions had,been lowered, but Mr: Nichols is requesting awaiver of the lower fee. Mr..Nich:ols stated that the new fee is $240 plus $40 for each lot created. He explained that he only wants to split one lot that is long and narrow, and because of this is impractical as one lot. He said that this is only a lot split, but because it was part of a minor partition a couple years ago, it is now necessary to go through a,subdivson process. Because this was essentially a.lot split, he is requesting that the fee be waived. There was much further discussion. MOTION: PAULSON moved that the fee waiver be denied. .SHEPARD: Second. Appointment Harry Balzer, Road District Secretary, had sent to Special the Board a letter indicating that their recommendation RoadDistr.ict is that Daniel Wilkersen be appointed to the Board #1 for a term of three years. It was questioned whether there had been a quorum present when this recommendation was made. Commissioner Paulson agreed to check on this and place it back on the agenda after doing so. Discussion re- garding Reap- pointment to the Bend Urban Area Planning Commission Marilyn Wok's term will expire at the end of this year and she has expressed willingness-to serve another term. Discussion Doug Maul stated that he had recieved a request regarding from Redmond Auto Wrecking, who is renting some Redmond auto county property, that the access road be improved. Wrecking There was much further discussion in regard.to the request. It was agreed that this would be placed on the agenda at a later date, so that the person making the request could be present. Public Hear- Mr. Isham presented the Board with-the final draft ing on Ordin- of the document.and explained the changes. Chairman ante #82-012 Shepard opened the public hearing. Cliff Devenport, Redmond, came forward. He felt that this was uncon- stitutional because it deprived one of a jury trial. .Bruce Hamovitz asked if they could include nuisance abatement and cruelty statutes, since these were hard to enforce under the current system. Mr. Isham responded that the County does not have the ability to enforce state laws under a county ordinance. It was determined that Mr. Isham and Mr. Hamovitz should get together outside of the meeting to determine what could be done in this regard. John Andersen, Planning Director, stated that he was in favor of the ordinance. Hearing no further comments, Chairman Shpeard closed the public hearing. Because the ordinance was.not yet in final form, it was agreed to continue this until the following Wednesday. Paulson December 13, 1982 MEMO TO: BOARD OF COMMISSIONERS FROM: MIKE MAIER1 RE: CLARIFICATION OF EDUCATION COURSES AT COCC - RESPONSE TO BOARD REQUEST ON BOC AGENDA 12/15/82 EDUCATION EXPENSES/TUITION REIMBURSEMENT Subject to budget limitations, the County will attempt to provide ade- quate funds for tuition reimbursement. In order to qualify for tuition reimbursement the following conditions must be made; 1. The course in question must be directly job related 2. The department head must approve the request cv`~ 1'60 Zo_k 3. The personnel office must approve the request 'S 4. Funds must be available If the above conditions are complied with, then the county will provide the following assistance: 1. 50% tuition reimbursement upon completion of an approved course with a grade C or better. 2. Purchase of required books; such books will become county property and as such will be returned to the Personnel office for future utilization. This program will be available to all county employees. The courses in question must be offered through COCC. This program is not intended to finance individual college educations for employees, its purpose is to provide assistance to employees who wish to attend a specific job related class which will prove to be a benefit to both the employee and the county. ISH Legal Counsel SUBJECT: CLARIFICATION EDUCATIONAL COURSES AT COCC I understand that the County does consider paying the costs of "job related" courses for employees at COCC. To my knowledge, there is no written policy regarding how this is handled, except for Section 22 of the Sheriff°s Association Contract, which pro- vides at least 50% of tuition, books, and fees for law enforcement related courses (in actual practice 100% is paid by the County and LEAA), and 100% of the costs for professional certification courses. I would like to become more computer literate. I am considering taking a COCC course on this subject. Please let me know the amount or percentage, subject to funding, the County will pay, and any conditions applicable to such course work. RLI/dw AF \1 --:A J
