46-150-Minutes for Meeting January 08,1975 Recorded 1/8/1975.M VOL 46 PACE 1510 Court Day Minutes January 8, 1975 Commissioners Conference Room Courthouse Annex Attendance: Commissioners, Albert A. Young, Donald T. Grubb and Bob Montgomery,Charles L. Plummer, Patti R. Nielsen, Robert A. Herwick, Jane L. Bates, Louise A. Demmick, Jay H. Day, Ilene Mathisen, Louis Selken, Dave Hoerning, Sheridan Fahnestock, Bertil Nelson, and Fred H. Elliott. The meeting was called to order at 10:00 A. M. First item on the agenda was the appointment of a Chairman of the Board of Commissioners. Donald Grubb nominated Albert Young, seconded by Bob Montgomery and passed. Following a discussion on whether or not to raise Building Permit Fees, a motion was made by Don Grubb, seconded and passed to table this matter until Jan. 22, when the Commissioners will have an opportunity to contact the local Builders Association to see what they feel is a realistic increase so that fees will not have to be raised or lowered again in the near future. Dave Hoerning presented the Commission with orders establishing Bee Tree Lane, Country Squire Road and Overtree Road all in Bee Tree subdivision as County roads. Resolutions to establish these roads were signed Dec. 4, 1974 and notice was posted on said roads for a 30 day period. As there were no objections to these roads being accepted into the County maintained system, a motion was made, seconded and passed that these roads be accepted into the County system. At this time Louise Demmickwho lives in Lake Park Estates in Redmond asked the Commission if Uhas Street was a County road. Dave Hoerning explained to her that this street is a public way and not maintained by the County. It was built to subdivision standards and not County standards. The users are responsible for maintenance. Next item on the agenda was the appointment of a Roadmaster for Deschutes County. Bob Montgomery nominated Charles L. Plummer, seconded by Don Grubb and passed. Bob Montgomery explained that there were several other appointments to be made but that they haven't been in office long enough to get every- thing done. He further explained that Oregon Statute requires the Roadmaster to be appointed at the first meeting of the year and statute does not apply to the other appointments. Don Grubb made a motion that the Redmond Spokesman and the Bulletin be designated as the official newspapers of Deschutes County for 1975 and that the Bulletin be designated the official paper for real estate foreclosure lists. Bob Montgomery seconded the motion and it was carried. At this time the Commission appointed the following members to the Pioneer Museum Board for two year terms to expire Jan. 1, 1977: Donald Grubb, County Court; Craig Coyner Sr., Veteran's Service; Laura Wonser, Pioneers; Dorothy Cale, City of Bend; Joe Peden, City of Redmond; Claude Buck, City . _4 VOL 46 QAcx 15 1 Court Day Minutes January 8, 1975 Page Two of Sisters; Carol Boyd, Tax Payer. Historical Society is on the Board objections to the appointments. Phil Brogan, representing the Oregon until Jan. I, 1976. There were no Bob Montgomery made a motion that all future Board of Commissioners meeting be held in Conference Room A which is a larger room and can accomodate more people. Don Grubb seconded the motion and it was passed. At this time Charlie Plummer was recognized by the Board. He checked on the status of Uhas Street as earlier requested by Louise Demmick. He confirmed the tact that Uhas Street is a Public Way and not a road up to County standards. Therefore it is maintained by the users. Next item on the agenda was the discussion of the proposed land exchange with Central Oregon Irrigation Dist. Following a lenghty discussion, Donald Grubb moved that this matter be continued until a future date so that the New Commission can explore the possibility of exchanging dirt or other property to C01 that will meet with everyone's approval. The Commissioners promised everyone involved prompt attention to this matter. The motion was seconded and passed. Don Grubb brought up the matter of opening the County Courthouse and Annex once again to private groups for evening meetings, and stated that he favored such a move. No heat will be provided, no weekend meetings would be allowed and meetings will terminate by II00 P. M. Each group using the meeting rooms will be responsible to leave the rooms as they found them. If these rules are violated by any group, they will not be allowed to use the facilities again. A motion was made, seconded and passed to open the Courthouse facilities to the public for evening meetings. There being no further business at this time, the meeting was adjourned.
