Attendance:
Commissioners Albert Young, Don Grubb and Bob Montgomery, Dave Hoerning
Charles L. Plummer, Herbert E. Hartmann, John J. Killen, Lori Nickeson,
Carol Courtney, Ilene Mathisen, William F. Jones, Phil Chase, John Glover,
F. C. Sholes, B. Jane Dayton, F. A. Dayton, Sheridan Fahnestock, Dewey
H. Wilson, J. E. Curtis, Lorin Morgan, N. J. Donat, Scott Oakley and
Lucia Venator, Secretary.
Chairman Young called the meeting to order at 10:00 am. First item
of business was the Hearing on the Vacation of a Public Way. P. W. Chase,
Herbert E. Hartmann, and Denis M. Dant petitioned the Board of
Commissioners for the Vacation. Mr. Hartmann spoke up at the meeting and
rescinded his request for the vacation on the grounds that since the
vacation was requested, he looked into the matter more thoroughly and
discovered that this was the only access to State property which borders
this road. After more discussion this matter was tabled until the
Feb. 19 meeting so that the Commission could review this vacation
request.
At this time the Commission resolved to Annex property to Cloverdale
Rural Fire Protection District. A motion was made by Don and seconded
by Bob that the first Hearing on this annexation be set for March 5,
1975. A unanimous vote for the March 5, Hearing was cast.
Mrs. Vivian Ruud, R. N. was unanimously appointed to the Tri County
Home Health Advisory Board. Her term will expire January 1, 1978.
At this time the Commission voted unanimously to extend the retirement
of Lenor W. Thornton, a County Nurse, to June 30, 1976.
Next item on the agenda was the proposed amendments to the Classification
and Pay Plan. Proposed changes were for Range changes for Mechanic, Shop
Foreman, Engineering Tech. IV, Civil Engineer, Utility Worker, Maint. Man
I, Maint. Man II, Maint. Man III, Maint. Man IV, Solid Waste Foreman,
Sign Foreman, Construction and Maintenance Foreman, Rd. Maint. Super.,
Assist. Director of Public Works-Roadmaster, Public Works Director,
Building Official, County Sanitarian, Sr. Accounting Clerk, Chief Deputy
Clerk, Court Reporter, Deputy Assessor, Draftsman II, and the addition
of the position of Senior Planner, Range 27. Bob moved that the above
changes be adopted, Don seconded and the motion passed unanimously.
Abe read the proposed Dog Control Ordinance No. 203-1 for Deschutes
County as prepared by DA Louis Selken. Second reading will be Feb. 19,
1975. Bob said he felt that the costs of impoundment and expenses should
be more in line with what the City of Bend charges. It was decided in
order not to delay the adoption of this Ordinance, it would remain written
in its present form and amendments could be added later.

Abe read proposed County Ordinance No. 203-2 regulating the Hauling of
Refuse within Deschutes Co. The second reading will be February 19, 1975
after which, if no objections are voiced, the Ordinance will become
effective.
Last item on the agenda was the discussion of having a Student Day
whereby students participate in different functions of County Government.
Following a discussion Bob moved that next Court Day, Feb. 19, be set
as the date for establishing ground rules for a Student Day. Motion
was seconded by Don and passed unanimously.
At this time Don moved that his motion of Jan. 22 that was tabled, in
which he recommended that Dave Hoerning be moved into the Annex be put
back into motion. Bob seconded the motion and it passed unanimously.
Don explained that this motion was tabled last meeting because it was
not clear as to how Dave's salary would be paid. Since his time will
be spent 75% on Road Work and Solid Waste and 25% on other business,
the Road Dept. will pay 75% of the cost of his services and the General
Fund 25%.
Bob brought up the matter of reduced dog license tag fees for Senior
Citizens. This would not become effective until January of 1976. Don
agreed with Bob that the Senior Citizens be given a reduced fee but
felt that they should look into the costs of the tags before setting a
fee. Abe also favors such a move. A motion was made that the Board of
Commissioners recommend to the Dog Control Board that license fees for
Senior Citizens be reduced. Don seconded the motion and it passed
unanimously.
Don called for a report on the Jail concerning the corrections requested
by the State. Jay Day reported that all the corrections have been made
except the extensions on the fire hoses which are in the process of
being corrected.
Bob explained, at this time, that an overall Economic Development
Program was being formed in the County so that Federal Economic Assistance
could be obtained in the form of grants and loans. The Committee being
formed must have at least a 30% quota of elected officials. At the present
time only two County Commissioners are on the Committee and this does
not meet the 30%. It is hoped that the city officials of other
incorporated towns in Deschutes County will participate.
At this time, Bob read a list of names that have been recommended to the
Board of Commissioners to be members of the Citizens Advisory Board
Committee. Bob explained that they would take formal action toward
board appointments at the Feb. 19, 1975 meeting. The Board then asked
for additional recommendations to the Citizens Advisory Board.
Bob asked for a discussion on charging to dump refuse at the County
Dumps. Presently there is an attendant at the gate and Commercial and
Franchise Garbage Haulers are charged. It wouldn't be a major problem

as far as billing is concerned because the office staff at the Road
Dept. is already billing charges to the Commercial and Franchise Haulers.
It was felt that possible charging might increase indescriminate dumping
on public lands. There is a State Statute to cover this problem. Drop
Boxes in designated areas was also mentioned as a possible way to slow
down indescriminate dumping, but the cost would be extremely high.
There being no further business or discussions, meeting was adjourned.
