Chairman Young called the meeting to order at 10:00 a. m. First item on
the agenda was the vacation of a public way as petitioned by Phil Chase.
This matter was tabled from the February 5, Commission meeting so that
the Commissioners could look into this vacation request more thoroughly.
The vacation as requested would land lock property owned by the State,
however Mr. Chase agreed to give an easement and public right-of-way
to the County for access to this property in exchange for the vacation.
Deputy District Attorney, Paul Speck, agreed that this could be done legally
if the County agreed. Commissioner Grubb moved that the vacation be granted
subject to Mr. Chase giving the County an easement and public right-of-way.
Commissioner Montgomery seconded the motion and it passed unanimously.
Chairman Young read a notice of Final Hearing on the proposed Annexation
to Rural Fire Protection Dist. #2. Final Hearing date was set as March 19,
1975 at 10:00 a. m. Commissioner Montgomery moved that this date be
accepted as the Final Hearing and Commissioner Grubb seconded the motion.
Vote on the motion was unanimous.
Chairman Young read the notice of Final Hearing on the second Annexation to
Rural Fire Protection Dist. #2. Final Hearing date was set as March 19,
1975 at 10:00 a.m. Commissioner Grubb moved that this date be accepted as
the Final Hearing and Commissioner Montgomery seconded the motion. Vote
on the motion was unanimous. (These two annexations concern different
property).
Next item on the agenda was the vote tally on twice a month paydays.
Commissioner Grubb announced that the vote was 55 for twice a month pay-
days and 105 against. Payday will remain on a once a month basis.
Payment of insurance premiums on the Volunteer Reserves for the Sheriff's
Dept. was discussed. Commissioner Montgomery moved that these men be
provided insurance subject to the approval of the Board of Commissioners.
Commissioner Grubb seconded the motion and it passed unanimously.

The Board of Commissioners unanimously reappointed Frank Milby as Comm-
issioner to Special Road District #1. His reappointment was recommended
by the Commissioners of Special Road District #1. His three year term
will expire December 31, 1977.
Mrs. Lori Nickeson was unanimously appointed to the vacancy on the Dog
Control Board. Her two year term will expire February 1, 1977.
The Commission received bids from Donaca and Twedt, Certified Public
Accountants and Nelson, Trimble, Douglass and Everton, also Certified
Public Accountants for auditing services for Deschutes County for the
fiscal year of 1975-1976. After reviewing each bid, Commissioner Montgomery
moved that Donaca and Twedt be given the bid for auditing services.
Commissioner Grubb seconded the motion and it passed unanimously.
Chairman Young read, for the second time, County Ordinance No. 203-2 in
the matter of Regulating the Hauling of Refuse within Deschutes County.
There being no objections to the Ordinance as read, Commissioner Grubb
moved the Ordinance be adopted as read. Commissioner Montgomery seconded
the motion and it passed unanimously. This Ordinance will become effective
in 90 days.
Commissioner Montgomery read, for the first time, the rewritten Dog Control
Ordinance No. 203-1. The only change made was in Section 5, giving the
Dog Control Board the authority to kill, in a humane manner, any dog that
they determine viciously attacks and bites a person. Several visitors in
the audience expressed concern over the apparent power of the Dog Control
Board in deciding just what a vicious attack by a dog is. Following a
lenghty discussion, it was decided that unless there was sufficient interest
shown by interested persons, the Ordinance as written would be read for
the second time March 5, 1975.
The First Court Day in May was chosen as Student Day in County Government.
Seven students will participate, one for each elected official. The
studens will spend the entire working day acting in the capacity of the
Elected Official.
At this time, the Commission resolved to appoint the following people to the
newly formed Citizens Advisory Committee: Keith Olds, Chairman at Large;
Dick Rasmussen, LaPine area; Robert S. Taylor, Sunriver area; Lois Romaine,
South Bend area; Wendell Clore, Bend area; Eugene Venn, North Bend area;
John Braund, Redmond area; Lucille Jordan, Redmond area; Darrell Ferguson,
Terrebonne area; Dwain Howard, Tumalo area; Joe Zook, Sisters area; Mr. and
Mrs. Dick Steelhammer, Black Butte area.
Commissioner Montgomery mentioned that it has come to their attention that
the City of Bend is also trying to purchase the Hospital building.
Commissioner Grubb reported that at the COIC meeting Feb. 18, both Deschutes
County and the City of Bend have applied for Federal funds for various
County and City projects. It is not clear who has the authority to choose
priorities. Commissioner Grubb explained that the County has applied for
these funds so the County can improve the present jail to satisfy the
State requirements and take the financial burden off the taxpayers.
