Chairman Young called the meeting to order at 10:00 a.m. and called
on Commissioner Montgomery to read for the second time, County Ordinance
No. 203- 1 "aka the June Fox Law". Commissioner Montgomery introduced
June Fox who was present for the reading. Beings there were no objections
to the Ordinance as read, Commissioner Montgomery moved and Commissioner
Grubb seconded that the Ordinance be adopted as read. Vote was unanimous
The Ordinance will become effective in 90 days. Louis Selken, District
Attorney told the audience that the Ordinance would not be effective
within the city limits of the three incorporated cities in the county.
It is now up to the cities to adopt a Dog Control Ordinance if they do
notalready have one.
The Notice of Final Hearing on Annexation to Cloverdale Fire District
was set as March 26, 1975 at 10:00 a.m. Don moved that this date be
accepted and Commissioner Montgomery seconded the motion. Vote on
the motion was unanimous.
Commissioner Young read a letter from Sheriff Sholes defining the duties
of the Sheriff's Reserves. Their duties are defined as: They work
only with a regular deputy. They serve on criminal matters, civil matters
and traffic patrol. They are attending reserve training school which
is set up throgh the District #10 Law Enforcement Council. The reserves
are also cover with insurance. No action was to be taken.
Chairman Young brought the next item on the agenda up for discussion,
which was collecting room and board from work release prisoners. It was
felt that the net earnings of said prisoner should be paid over to the
Sheriff of Deschutes County, and that the Sheriff then deduct from said
earnings the cost of the board d.f said prisoner, both inside and outside
of jail. ORS 137.520 gives the county the authority to take this action.
Commissioner Grubb moved that a Resolution be passed to this effect.
Commissioner Montgomery seconded the motion and it passed unanimously.

Planning Director, Lorin Morgan presented the Board with a Zone Change
request from RR-1, Rural Recreational Residential to A-1, Exclusive
Agricultural by Jack Oliver. This Zone Change was unanimously recommended
by the Planning Commission at a public hearing held on February 5, 1975.
Commissioner Montgomery moved that the Board approve the Zone Change request
for Jack Oliver. Commissioner Grubb seconded the motion and it passed
unanimously.
Mr. Morgan presented a second matter to the Board for Amendments to the
Deschutes County Zoning Ordinance No. P1-5. To be added: Article III,
Section 3.115 Suburban Residential Zone SR-1. 6. To allow for planned
development as a conditional use in the SR-1 zone as provided in Section
4.010 of this ordinance. Commissioner Grubb moved and Commissioner
Montgomery seconded that they accept the recommendations of the Planning
Commission and adopt the amendment as presented. Vote was unanimous.
Mr. Morgan explained that there was a hearing set at this time for a Mobil
Horne Zone Study Hearing, however, an appeal was filed and Mr. Morgan would
like this hearing postponed until further notice. Commissioner Grubb
felt it should not be postponed indefinitely, but rather until next
Court Day so that action could be taken on this matter. Commissioner
Montgomery moved that this matter be tabled until next Court Day, March
19, 1975. Commissioner Grubb seconded the Motion and it passed unanimously.
Virgil Henkle was unanimously reappointed to a three year term on the
Budget Advisory Committee. His term will expire February 1, 1978.
At this time the Commission Resolved to Annex Saddleback and Saddleback
West Subdivisions to Rural Fire Protection District #2. Commissioner
Montgomery lives in this area and wants to go on record as not being
involved in this action in any way. Commissioner Grubb moved that the
Hearing date of April 2, 1975 be accepted and Commissioner Young seconded
the motion. Motion passed with Commissioner Montgomery not voting.
Dave Hoerning presented the Commission with Resolutions to establish
Craven Road, Cooper Place, Tempest Drive, Mustang Place and Pitts
Drive as county roads all in the official plat of Aero Acres. Commissioner
Grubb moved that April 16, 1975 at 10:00 a.m. be set as the Hearing date.
Commissioner Montgomery seconded the motion and it was passed unanimously.
There being no further business at this time, meeting was adjourned at
11:00 a.m.
