Attendance:

Commissioners Albert Young, Don Grubb and Bob Montgomery, Charles Plummer, Sheridan
Fahnstock, H. M. Van Horn, Hollis C. Carlile, Claud Elwood Jr., Arthur Baltzor,
N. J. Donat, Debra L. Davis, and Lucia Venator, Secretaries.
Chairman Young called the meeting to order at 10:00 a.m. and the first matter of
business was the Final Hearings on the annexations to the Rural Fire Protection
District #2, described as follows: Section 1, Township 17 South, Range 11, E.W.M.
also S2 Section 2 & SWa of Section 1, Township 18, Range 13 E.W.M. Being that
no persons appeared at said Hearing to oppose or object to said annexation Commissioner
Montgomery moved to approve this annexation and Commissioner Grubb seconded the
motion and it passed unanimously.
Chairman Young read a letter from Redmond High requesting that a bike race talled
Tour Deschutes be held May 17, 1975 at 10:00 a.m. The Road Department and the
Sheriff's Department will help coordinate plans. Commissioner Grubb moved that the
bicycle race be approved and Commissioner Montgomery seconded the motion and it
passed unanimously.
At this time a request that Mrs. Sue Hollern and Mr. Mike Shannon be re-appointed
to the Library Board was made. Both terms to expire January 1, 1977. Commissioner
Montgomery moved that both Mrs. Sue Hollern and Mr. Mike Shannon be re-appointed
to the Library Board and commissioner Grubb seconded and it passed unanimously.
A recommendation that Mrs. Linda Lynn be appointed to the Library Board was made.
Ger term to expire Jan. 1, 1979. Commissioner Grubb moved that Mrs. Linda Lynn
be appointed to the Library Board and Commissioner Montgomery seconded the motion
and it passed unanimously.
Charles Plummer presented the Board with a resolution for a vacation of plat,
Valley Ridge Acres. A hearing will be held Wed. May 7, 1975 at 10:00 a.m. in
Conference Room A, Courthouse Annex, Bend, to hear any objections. Commissioner
Montgomery moved that this resolution be adopted and Commissioner Grubb seconded the
motion and it passed unanimously.
Charles Plummer then presented the Board with a resolution to establish Rogers Rd.
It was a County road, then it was realigned and needs to be re-established. A
hearing will be held May 7, 1975 at 10:00 a.m. in Conference Room A, County
Courthouse Annex, to hear any objection. Commissioner Montgomery moved that his
resolution be approved and Commissioner Grubb seconded the motion and it passed
unanimously.
Planning Director, Loring Morgan presented to the Board recommendations from the
planning Commission. The first recommendation was an Ordinance allowing for plant
nurseries. This Ordinance would limit the types of items sold in plant nurseries.
Limiting them to items pertaining to gardening and landscaping and incidental
supplies basic to propagation of plant material. Commissioner Grubb moved that
this Ordinance be adopted and commissioner Montgomery seconded the motion and it
passed unanimously.

The second recommendation was to approve Ordinance amendments changing a zone from
A-1 to RR-1 in described area: Pine Crest Ranch west of Highway 97, Township 21
South, Range 10 East, Section 24, Willemette Meridain, Lapine Oregon. Commissioner
Montgomery moved that the zone change be adopted and Commissioner Grubb seconded
the motion and it passed unanimously.
The third item was a continued hearing on Mobile Home amendments and standards as
follows: (a) Ordinance amendment establishing an AR-I-UBC zone requiring all
residential units to meet U.B.C. (b) Ordinance amendements allowing double-wide
mobile homes outright in A-1 and RR-1 zones in rural areas and providing new procedures
for processing conditional use permits on single-wide mobile homes 500sq. ft. or
larger. (c) Ordinance amendment establishing standards for mobile home placement
in allowable zones. Lorin Morgan then outlined the boundries and the Majority of
property owners were in favor. This entire hearing on Mobile Home amendments and
standards was tabled until next court day April 2, 1975, at the recommendation of
the Deputy District Attorney so that he would have time to go over the amendments
with the planning dept., new boundary maps are to be made. Chairman Young moved
that the entire Item on Mobile Home amendments and standards be tabled until the
next meeting April 2, 1975. Commissioner Grubb seconded the motion and it passed
unanimously.
Commissioner Grubb moved that in the future all ordinances are to pass through
the District Attorney's office before being presented to the Board of Commissioners.
Commissioner Montgomery seconded the motion and it passed unanimously.
Commissioner Montgomery then moved that Deschutes County take affirmative action
in the state legislature to remove counties from the authority of the L.C.D.C.,
Land Conservation and Development Commission. Commissioner Grubb seconded and it
passed unanimously.
Commissioner Grubb moved that we terminate our cooperative planning agreement dated
June 1972 with the C.O.I.C. Commissioner Montgomery seconded the motion and it
passed unanimously.
There being no further business or discussions the meeting was adjourned at 11:45 a.m.
