RESOLUTION NO. 83-015
WHEREAS, the Board of County Commissioners of Deschutes
County, Oregon, has determined that two mixed serial levies should
be referred to the voters of Deschutes County, Oregon, to
authorize the levying of taxes in an amount greater than the
limitation in Article XI, Section 11, Oregon Constitution, in
order to permit the proper operation of County affairs for the
1983-84 through 1985-86 fiscal year for Library purposes and for
the 1983-84 and 1984-85 fiscal years for law enforcement and
general operating purposes; and
WHEREAS, it is necessary to submit the question of
authorizing the levies to the legal voters of Deschutes County,
Oregon; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. Date of Election. That the measure set forth in
Section 2 and Section 3 of this Resolution be submitted in the
manner prescribed by law to the legal voters of Deschutes County,
Oregon, at a County levy election, to be held on Tuesday, May 17,
1983.
Section 2. Sheriff's Law Enforcement and General Operating
Serial Levy. At the County levy election, there shall be
submitted to the legal voters of Deschutes County, Oregon, for
their approval or rejection, a two year mixed serial levy for law
enforcement and general operating purposes, as set forth in
Exhibit "A", attached hereto and by this reference incorporated
herein.

Section 3. Library Serial Levy. At the County levy election
there shall be submitted to the legal voters of Deschutes County,
Oregon, for their approval or rejection, a three year mixed serial
levy for Library purposes, as set forth in Exhibit "B", attached
hereto and by this reference incorporated herein.
Section 4. Publication. The measures set forth in Section 2
and Section 3 of this Resolution shall be published in accordance
with law.
Section 4. Filing. Immediately following passage, this
Resolution shall be filed with the Deschutes County Clerk, and a
copy hereof shall be filed with the Elections Officer of Deschutes
County, Oregon.

EXHIBIT "A"
CAPTION: Sheriff's Law Enforcement and General Operating Levy.
QUESTION: Shall Deschutes County levy $3,433,086 for two years
outside the tax base for law enforcement and general
purposes beginning July 1, 1983?
PURPOSE: Keeps current Sheriff's patrols and law enforcement
service. Keeps expanded resident deputy, emergency
services, search and rescue, and corrections programs.
Continues general services at current reduced levels.
Seventy three per cent of the levy is for law enforce-
ment. Twenty seven per cent of the levy is for
general operating purposes. This mixed serial levy
will provide operating funds for two years beginning
July 1, 1983. $65,000 is for capital construction.
The sum of money to be levied for two years is
$6,866,172. If this measure is approved, $3,433,086
of taxes levied each year of the serial levy will be
totally financed by local taxpayers without any
partial State payment.

CAPTION: Library Levy.

QUESTION: Shall Deschutes County levy $777,454 each year for
three years for Libraries outside the tax base
beginning July 1, 1983?
PURPOSE: Keeps full library service and hours in County
Libraries in Redmond, Sisters, LaPine and Bend.
Keeps books -by -mail and children's programs. This
mixed serial levy will provide operating funds for
three years beginning with July 1, 1983. $25,000 is
for capital construction. The sum of money to be
levied for three years is $2,332,362. If this measure
is approved, $777,454 of taxes levied each year of the
serial levy will be totally financed by local
taxpayers without any partial State payment.
