There were no additions or changes. Hearing Re- Chairman Young opened the public hearing. Rick Isham, garding Solid County Counsel, gave some facts for the record, noting Waste Fees that this had been advertised in The Bulletin and that the proposed rates were the resul-E-of recommendations by R.A. Wright Consulting Engineers and the Solid Waste Advisory Committee. Neil Hudson, Director of Public Works, had submited a memo outlining the proposed fee structure. He stated that the fee structure for the landfill operations must be adopted by April 1 to satisfy the franchisers need for this information by that time. This proposal lowers some of the fees. There were no further comments. Chairman Young closed the hearing. MOTION: TUTTLE moved to adopt Resolution #83-011 regarding establishing fees for Solid Waste. PRANTE: Second. VOTE: UNANIMOUS APPROVAL. Request for Scott Oakley, 1022 NW Union Street, Bend, came before Waiver of Fees the Board to request a waiver of a conditional use fee for Scott because he did not feel he had been given adequate Oakley information prior to being told he needed to obtain conditional use approval for moving a house onto a lot in the county. He stated that he had gone to the Planning Department two times to get information and had been told that only needed a foundation permit and that he could get that after the house was already in place. He then found out that he needed a conditional use permit because the house was over 20 years old. A stop work order has been placed on the house, because the Planning Department has received several complaints, and in going out to investigate found no one there. No further work can be done until the conditional use approval is obtained. Denyse McGriff, Planning Department, stated that they have received several complaints in regard to this structure from neighbors. They had recieved one telephone call asking for information in regard to moving a house but the person left no name and they did answer all the questions asked. There were two,other:calls in'regard to moving a house, but they were from other people. MOTION: PRANTE moved to split the difference. Chairman Young ascertained that the intention of the motion was to charge 2 of the conditional use fee. YOUNG: Second. VOTE: APPROVAL; TUTTLE DISSENTING.
