RESOLUTION NO. 83-014
WHEREAS, crime continues to increase and cause critical
social problems in the State of Oregon; and
WHEREAS, the victims of crime suffer from pain, anguish,
humiliation, financial losses, and emotional traumatic exper-
iences; and
WHEREAS, there has been insufficient attention to the rights
of crime victims and witnesses in our society; and
WHEREAS, better reporting of crime and greater willingness of
persons to testify in the prosecution of criminals are essential
to the control of crime and the improvement of justice; and
WHEREAS, the need exists to improve public awareness and
compassion for victims of crime, and to encourage the further
expansion of services to crime victims and witnesses; now,
therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That the Board of County Commissioners does
hereby proclaim that the week of April 17-23, 1983, shall be
"Oregon Crime Victims Rights Week".
Section 2. That during this week public awareness should be
encouraged as to the need for crime prevention and reporting, as
well as the rights of crime victims and witnesses and the services
available to them.
Section 3. That all citizens and institutions, public and
private, are urged to support the establishment and enforcement of
victims rights in Deschutes County through participation in local
and statewide activities commemorating those rights.
