Chairman Shepard called the meeting to order at 2:30 p.m. Commissioner
Paulson and Commissioner Young were also in attendance.
Discussion re-
Priday Holmes, Laddie Jordan and other members of the
garding Para-
Fair Board were present to discuss with the Commission-
mutual Betting
ers the possibility of conducting paramutual horse races
with County
at the Deschutes County Fairgrounds. Mr. Jordan stated
Fair Board
that over the past year there has been quite a bit of
interest expressed in having paramutual betting races,
so a committee of Fair Board members comprised of Ken
Johnson, Bob Gordon, Pete Sturza, Mr. Priday and Mr.
Jordan was formed to investigate this possibility. They
have contacted the State Racing Commission who agreed-to
provide racing dates beginning as early as next year.
The Fair Board had wanted to approach the County before
going any further with the proposal to ascertain that
the County would have no objection to such an activity.
At this time they do not have specific financial data,
but will obtain it if no objections are raised by the
County. Mr. Jordan explained that the State brings in
the betting machines and operates them, but the track
will sell the tickets. The odds are determined by the
bets being placed, and the odds will be displayed to the
audience in the infield. There was some further discus-
sion in regard to what improvements are required before
the facility is adequate for racing. Sponsorship of the
races was also discussed. Mr. Jordan stated that the
Fair Association could put it on, or act as landlords to
another party and charge a percentage of the profit. It
was noted that there would be from three to five racing
dates available to be set by the State Racing Commis-
sion. These dates are available because Lakeview will
no longer be holding paramutual races, so their dates
are available. It was also noted that Klamath Falls is
willing to negotiate some dates so the these races will
be close to the same time, so the horses will be on this
side of the mountain during the same time, which will
enable more horses to be at the races. There was some
further general discussion, and it was noted that the
racing trade would bring more business to the Redmond
community. All three Board members expressed their
approval of the proposal.
