44-663-Ordinance No. 82-44 Recorded 11/15/1982.,l .1s 3 L M4 r'_; ~ BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON An Ordinance Amending Section 26(4) of Ordinance PL-11, Zoning Ordinance of the Bend Urban Area of Deschutes County, as Amended, to Pro- vide Additional Standards and Criteria for the Loca- tion of Churches, Hospitals, and Other Religious Institu- tions, and Declaring an Emergency. * 4ES y T SRCO A T T ERSON LINTY CLERK ORDINANCE NO. 82-044 WHEREAS, the Bend Urban Area Planning Commission has recom- mended an amendment to Section 26(4) of Ordinance No. PL-11, Zoning Ordinance of the Bend Urban Area, Deschutes County, Oregon; and WHEREAS, the Board of County Commissioners of Deschutes County, Oregon, held a hearing on October 20, 1982, for the pur- pose of hearing testimony on whether or not the standards and criteria recommended by the Bend Urban Area Planning Commission should be adopted; and WHEREAS, it appearing that the amendment will provide for the location of churches, hospitals, and other religious institutions on collector and local streets in addition to arterials; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1. That Section 26(4) of Ordinance No. PL-11, Zoning Ordinance of the Bend Urban Growth Boundary of Deschutes County, Oregon, be amended as follows: "Churches, Hospitals, or other Religious Institutions. In any Residential Zone, churches, hospitals, or other religious institutions may be located on an arterial or collector street. Such uses may also be located on a local street, provided that there is sufficient access to arterial or collector streets, and that such uses do not unduly impact residential areas. Access and required offstreet parking shall be designed so as to minimize impact on existing traffic patterns and adjoining properties. All buildings shall be set back 1 - ORDINANCE 82-044 V~~ 44 664 thirty (30) feet from side and rear lot lines, and all offstreet parking facilities shall be screened from abutting properties. No sign shall exceed ten (10) square feet in size, or be internally illuminated." Section 2. This Ordinance being necessary for the immediate preservation of public peace, health and safety, an emergency is declared to exist, and this Ordinance takes effect on its passage.
