Chairman Shepard called the meeting to order at 10:00 A SIPYNiIS~ssioner
Paulson and Commissioner Young were also present.
Amendments to There were two amendments to the agenda. The first
the Agenda was a discussion regarding the County union election
and the second was a discussion regarding National
Association of Counties assessment.
Discussion re- Chairman Shepard read aloud a news release in regard
garding Union to recent developments in the Sheriff's investigation
Election of the Employment Relations Board (ERB) in regard to
the Deschutes County union election. It is suggested
that a neutral third party, such as a judge or state
police officer, oversee the next election to ensure
that this election is properly conducted. ERB and
the union objected to this suggestion. Chairman Shepard
stated that they would like to postpone the election
until the investigation is completed. Commissioner
Paulson suggested that Counsel look into having the
first election certified since the ballots have been
found. Commissioner Young and Commissioner Paulson
also felt that the next election should be postponed
until the investigation is completed. They will request
that ERB do so. If the request is denied, the election
will be held December 1 as scheduled.

Mike Maier, Administrative Services had presented
to the Board a memo outlining staff changes in the
Clerk's office. _-_f-There would be some position reclas-
sifications which would generally shift the position
levels downward. There is also a workload redistrib-
ution. There was some further discussion and Mr. Maier
indicated specifically what changes would be made.
The Elections Deputy position is being lowered to an
Office Assistant II and that position will be assisted
by an Office Assistant II trainee position. The Office
Assistant I who will be taking on more of Susie Pen-
hollow's duties will be reclassified as an Office Assistant
II. There were no objections to these changes. Mr.
Maier stated that these actions will be coming through
to the Board on the turn-around documents.
There was some discussion on making a policy for ac-
roads into the county road system. Chairman
Shepard pointed out that funds are becoming more limited.
Commissioner Young and Commissioner Paulson felt that
the roads should be accepted as it.has been the custom
to accept roads built to county standards. It was
suggested that because of the diminishing funds they
could make a policy which would restrict the addition
of additional roads to the county road system. Before

Blvd.; Order #82-353, Establishing a portion of Boyd
Acres Road, Brahma Court South and Marlboro Drive;
Order #82-354, establishing a portion of Cooley Avenue,
a ortion of Boyd Acres Road, Wagontire Way, Ranch
Village Drive, Brahma Court North and Ranch Village

Resolutions Before the Board were orders #82-054, 82-055, 82-056,

Matter of MOTION: YOUNG moved to adopt the resolutions accepting
Vacation of the petitions.

MP-82-2, Lin Bernhardt, Planning Department, brought this before
Hubert Yer- the Board. She explained that this is zoned EFU-40
gen and creates a 40-acre parcel and a 64-acre parcel.

Discussion re- The Board had received a request from the National
garding NACo Association of Counties for $195 to help them pay off
Assessment debts they had incurred in constructing their new build-
ing in Washington D.C. Commissioner Young noted that
there wre some representatives from NACo at the recent
AOC conference in Eugene. They explained that at the
time this debt was incurred, they had a situation where
some people did have the authority to to make these
kinds of expenditures and they came out $200,000 in
debt. At that time there was no one monitoring these
expenditures and now NACo is in serious financial trouble.
They have asked all the counties for a contribution
toward eliminating this debt. It was noted that NACo"'
is largely responsible for counties still receiving
Federal Revenue Sharing funds and Payments in Lieu
of Taxes due to their lobbying efforts on behalf of
counties. Commissioner-elect Lois Prante noted that
the reason they were allowed to do this was because
of their structure. She felt that before Deschutes
County sends them money the county should ascertain
that the organization has been restructured to correct
this problem. If this structure still exists. she stated
that she would be reluctant to contribute. It was
agreed that a letter would be sent to NACo requesting
information on how they have corrected this problem
and after receiving a satisfactory response the contrib-
ution could be sent.

Chairman Shepard mentioned to Mr. Isham that he had
received a request from a resident of Tall Pines sub-
division that an ordinance prohibiting the discharge
of firearms be adopted for Tall Pines. There is currently
such an ordinance in effect for the neighboring subdivil-
sion, Deschutes River Woods.
