Chairman Shepard called the meeting to order at 10:00 A.M. CommiS94!t3f e_tLRK
Paulson and Commissioner Young were also present.
Amendments to Amendments to the agenda were (1) For Signature: MJP-
the Agenda 81-11, Melvin Spiker and (2) For Signature: OLCC Lic-
ense Renewal applications. Hearing no objections,
Chairman Shepard amended the agenda-as noted.
MJP-81-11 Craig Smith, Planning DePartment brought this before
Melvin Spiker the Board for signature and approval. He explained
that this had been changed from EFU zoning to MUA-
10 zoning and that it was located near Alfalfa.
MOTION: PAULSON moved to approve MJP-81-11.

Request for Commissioner Paulson explained that the request for
Refund refund for Richard Shindler in the amount of $45 had
been for a septic permit fee. Mr. Shindler had paid
for his feasibility and septic permit fee at the same
time but the feasibility was denied so no septic permit
was necessary, so the fee was refunded. The Board
approved this refund.
OLCC License Before the Board were several OLCC Liquor License Renewal
Renewals applications. The first was for LaPine Mini Mart &
Fast Gas.

Order #82-253 Rick;Isham, County Counsel, explained that this land
Exchange of exchange had originally been initiated by Adrian Wilcox
Real Property but he sold the farm to the Hester's who wished to

Duyck in escrow and requiring title insurance, so the County
has charged a $500 fee.
Chairman Shepard opened the public hearing. Mr. Isham
added that this was a trade involving two 80-acre parcels
of land located west of Redmorid.and Philip Gould, an
appraiser, had appraised the two parcels as being equal
in value. Being no further comments, Chairman Shepard
closed the hearing.

the entrance to Shevlin Park. Parcel 3 was 130 acres
on Century Drive. The fourth was 68.43 acres near
the demo dump.

comments back from them about two weeks ago. He explained
that the had done a waste-water planning study to deter-
mine what would be needed to accomodate future growth
and correct existing problems. He pointed out on a
aerial photo of the Terrebonne area what area they
had studied. He stated that there are approximately
800 residents of the area and approximately 300 dwelling
units. At this time the water quality is good, it
meets all standards. He stated that there aren't any
major problems from a water pollution standpoint. During
the course of the study, the identified a series of
alternatives which could meet the needs of the growth
in the area. He handed out a list of these alternatives
(a copy of all material handed out during this presentation
is attached to the minutes). He discussed each of
the alternatives. He showed the board a diagram of
a geological cross-section of the Terrebonne area,
noting that there were two aquifers and showing what
area drainfields were draining into. He noted that
most wells are tapping the lower acquifer. He stated
that it was felt that they could continue using the
current disposal wells, but not add any new ones. He
also explained that they had conducted a soils survey
to see which soils were not adequate for septic tank
use. He stated that their recommendation was to have
the County Environmental Health Department and DEQ
adhere closely to existing regulations and guidelines
and that should prove effective. He suggested continued
use of the existing disposal wells cautioning that
they may be a problem in the future, but that he personally
does not anticipate that happening. He stated that
they are now in the process of preparing their final
document and they will neo-d to have an official document,
such as a resolution, from the Board indicating their
acceptance or adoption of this plan. The plan will
be-used as a planning guideline in that area. He stated
that this this would be sent to DEQ for their final
review.
Consideration Chairman Shepard stated that about one month ago the
of Opti6hs for Board learned that Deschutes County had received an
Mental Health award from the National Association of Counties to
Department be presented to the County at the NACo convention in
Baltimore. As a representative of Deschutes County
was not present to accept the award, it was sent to
Deschutes County. At this time Chairman Shepard presented
the award to Jane Kirkpatrick, Family Counselling.
The award was for this department's "Drinking Decisions"
program conducted over the holiday season. Ms. Kirkpatrick
in turn presented it to Bob and Hyale Smith, who had
headed the program.

In regard to the options for the Mental Health Department,
Jane Kirkpatrick explained that she had received a
position paper from Dr. Joseph Treleaven of the State
Mental Health Services Division asking for comments
on possible alternative ways of administering mental
health programs statewide. The three alternatives
given in the position paper were (1) Have the State
take over local mental health services and administer
them through local branch offices, (2) Give the Counties
mental health block grants from the State with minimum
or no strings attached, or (3) Divide the State into
regions and administer mental health services on a
regional level. These three options were discussed
at length between the Board and Ms. Kirkpatrick. Ms.
Kirkpatrick stated that it was her opinion that the
program could best be delivered on a local level with
a block grant from the state. She requested the Board's
opinion so that she could represent their views when
discussing this with the State administrators. It
was the concensus of the Board that in Deschutes County
the program has been run extremely well on a local
level. It was the concensus of the Board to present
that opinion to the State, however Commissioner Paulson
noted that not all Counties may have as successful
an efficient a program as does Deschutes County.
