provide standards and criteria which can now be applied
to an application for a destination resort in those
zones. He then outlined some of the standards and crit-
eria provided for in the ordinances. Commissioner Paulson
asked about the open space provision. There was some
further discussion in this regard. It was agreed that
private lots could not be regarded as open space in
the interpretation of the ordinance. It was noted that
the comprehensive plan does include a definition of
"open space", and that definition should apply. This
was discussed at length. =There was some debate as to

had approved the ordinance at its prior hearings. It
was suggested that this be adopted with the understanding
of what the Board defines as open space and then proceed
to adopt an amendment on the definition of open space
and a re-write of item 5 of this ordinance. Craig Smith,
Planning Department, had stated that there are developers
waiting for the approval of the ordinance to begin projects.

a senior operator position, they are requesting that
this position be given lead status. Commissioner Paulson
stated that he felt this should be a separate job des-
cription. There was some further discussion on this.
Mr. Maier stated that Ross Brown, Director of the Data
Processing department, had originally asked for a 10%
merit increase for this person after recognizing that
this position had more responsibility. The 10% merit
was rejected by the Board, and he had been advised at
that time that he should seek a lead status to increase
compensation. At this time, Mr. Maier recommended that
they approve the lead status as opposed to reclassification.
MOTION: PAULSON moved to establish a lead-position-
status status for the computer operators in the Data
Processing Department.

At this time Chairman Shepard announced that the Board would hold a
work session on the Sunriver Master Plan at 8:30 A.M. the following
morning in the same meeting room. Mr. Isham stated that Mr. Maier
would like to expand tomorrow's scheduled Executive Session to include
discussion regarding labor negotiations. It was the concensus of the
Board to do so. Mr. Isham stated that the union election may possibly
be held September 29. Being no further business, Chairman Shepard
adjourned the meeting.
