ROSEMARY PATTERSON ORDER NO. 82-273 DESCHUTES COUNTY CLERK WHEREAS, a petition requesting formation of a Special Dis- trict to be known as "LaPine Emergency Medical Services District" was duly filed with the Board of County Commissioners of Deschutes County, Oregon, on June 8, 1982; and WHEREAS, a public hearing was held on Wednesday, August 18, 1982, to hear the petition and any objections thereto, and to determine whether, in accordance with the Comprehensive Plan, applicable land Conservation and Development Goals, and the cri- teria prescribed by ORS 199.462 and'198.805, the affected area would be benefited by a formation of the District; and WHEREAS, after consideration of the economic, demographic, and sociological trends and projections pertinent to the proposal, past and prospective physical developments of the land that would directly or indirectly be affected by the proposal, and all other matters considered to be relevant to the petition, the Board is of the opinion that the area would be benefited by formation of the District; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1. That the petition for formation of LaPine Emer- gency Medical Services District be approved. Section 2. That the boundaries of said District are as described in Exhibit "A", attached hereto and by this reference incorporated herein. Section 3. That the applicable land use criteria pertinent to the proposed District formation, the facts found by the Board, and the reasons why the Board believes those facts to bring the proposal within the requirements of the applicable land use criteria are described in Exhibit "B", attached hereto and by this reference incorporated herein. Section 4. That a final hearing regarding formation of the District shall be held on Wednesday, September 22, 1982 at 10:00 a.m. in the Conference Room at the Deschutes County Courthouse Annex, Bend, Oregon. 1 - ORDER NO. 82-273 VOL 44 PAGE 1 79 Section 5. All interested persons may appear and be heard. Section 6. Upon conclusion of the final hearing, the Board will enter its final order creating the District unless written requests for an election are filed at or before the hearing by resident voters within the District number not less that 15% of the registered voters, or 100 registered voters, whichever is the lesser number. Section 7. Notice of the final hearing, as shown in Exhibit "C", attached hereto and by this reference incorporated herein, shall be published and posted in accordance with ORS 198.730. The formation of an emergency medical services district will allow the operation and planning for medical services in an area of Deschutes County which currently has no governmental entity or other organization, except ambulance service, to provide such emergency medical services. The care of sick and injured persons in a reasonable proximity to the need provides a more orderly and efficient arrangement of public facilities and services in the rural area. 2. The services to be provided by the LaPine Emergency Medical Services District meet a long-standing County need for such services to be provided in the LaPine area. 3. Providing emergency medical services in LaPine will not add to increased residential development in the area. 4. Since the City of Bend is the closest urban area providing similar services, increased reliability and decreased financial cost to residents of the area should result from the formation of an emergency medical services district in LaPine.
