MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY -BOARD OF COMMISSIONERS
MONDAY, APRIL 26, 2004
Commissioners' Meeting Room - Administration Building - 1130 NW Harriman St., Bend
Present were Commissioners Michael M. Daly and Tom DeWolf,• Commissioner
Dennis R. Luke was out of the office. Also present were Mike Maier, County
Administrator; Mark Pilliod, Legal Counsel; Susan Ross and Anna Johnson,
Commissioners' Office; and, for a portion of the meeting, Debbie Legg and Ronda
Connor, Personnel; and Mike Viegas, Risk Management. No representatives of the
media or other citizens were in attendance.
The meeting began at 1: 35 p.m.
1. Discussion of Wellness Activities.
Debbie Legg stated that Commissioner Luke had expressed concerns regarding
the Wellness Coordinator's activities outside of regular working hours and in
different locations. Mike Maier explained that this is a very unique position
which requires visits to other locations and varying hours; and, if anything, the
Coordinator puts it a lot of her own time doing this.
The Commissioners agreed that these activities are appropriate to the position
and are not concerned about it.
Ronda Connor and Debbie Legg said that the Coordinator's hours should be
increased, because of the hours needed to make the program successful. They
recommended that the hours be increased accordingly to 75%.
DEWOLF: Move approval of the increased hours.

Mike Maier suggested that perhaps an informal survey can be put on the
intranet for employees to complete, in regard to the Wellness classes being
offered, the information being shared, what they would like to see added, and
the level of participation.
2. Communications Update.
Anna Johnson said that in regard to the Commissioner photo project, the
plaques and picture frames have been ordered, and she and Connie Thomas are
working on printing the photos they have thus far. They are missing about ten
photos at this time, and there are a few others that should be replaced if possible
because of poor quality.
Ms. Johnson stated that she has worked with several groups and has also had
some responses from a small advertisement that is running in local papers.
Mike Maier suggested that she also contact funeral homes that have been in
business for a long time.
She also provided a brief update on employee training and upcoming classes.
A grand opening of the new County/State building is planned for August.
3. Discussion of La Pine Water District Intergovernmental Agreement, and
Water and Sewer Service to the New Neighborhood.
Laurie Craghead explained that this agreement is necessary to fulfill the
contract with Pahlisch Homes. The Water District is meeting on Thursday
regarding this issue. This agreement allows the County to piggyback on a
lower cost grant. The project should be completed by July 31.
Mark Pilliod added that if the water and sewer projects cannot be completed
because of a hold up in building permits from the County, the County would
pay the debt service during that time. They are past the original contract
agreement date by two weeks. The Commissioners asked that the amount of
the debt and the interest rate charges be identified, and suggested that perhaps
Community Development should cover these costs out of their reserves.

4. Update on Humane Society of Central Oregon Deed Documents.
Laurie Craghead indicated that the problem point in the agreements is the
provision to have an appraisal done at the time the agreement is voided by
specific acts of the parties. Mike Maier said that they are okay with this
provision, but their attorney prefers that a hard dollar amount be agreed upon at
this time instead. The consensus of the Commissioners and Mike Maier was to
simplify some of the language, but to keep the provision that an appraisal be
done at the time it's needed, so either party can buy out the other as appropriate.
5. Other Business.
Laurie Craghead explained that Tom Anderson and Catherine Morrow of
Community Development are working on revising the mass gathering
ordinance. This is deemed necessary because of the La Pine Rodeo Days and
the Family Motor Coach Association convention; as well as other possible
events. Mark Pilliod suggested that the zoning and location of the event also be
researched.
Because of this issue being time sensitive, it was agreed that the Commissioners
will meet with the Planning Commission at their June 10 meeting to discuss and
hold a public hearing on the issue.
Regarding other employee issues, Mike Maier stated that the Employee
Benefits Advisory Committee is looking to increase the amount of coverage for
physicals.
Employment applications are being changed to accommodate volunteer
applicants, as appropriate.
Mike Maier reported that the new Forestry Specialist, Joseph Studer, is starting
on June 1. However, at this time it is undecided whether he will have an office
in the Administration Building or at the Road Department.

Mike Maier said that the Mental Health employee survey showed concern about
several issues: the layoff process, reduced hours of operation, and the Mental
Health Director. He is sharing this information with the Mental Health
Advisory Board, and an executive summary of the information will be shared
with staff.
He stated that this is an important part of the learning process, and will be used
as a tool for hiring the new Director. The Commissioners concurred.
Being no further items discussed, the meeting adjourned at 2:25 p.m.
