MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, APRIL 26, 2004
Commissioners' Meeting Room - Administration Building - 1130 NW Harriman St., Bend
Present were Commissioners Michael M. Daly and Tom DeWolf,- Commissioner
Dennis R. Luke was out of the office. Also present were Mike Maier, County
Administrator; Susan Ross and Anna Johnson, Commissioners' Office; and, for a
portion of the meeting, Real Estate Broker of Record Steve Scott. No
representatives of the media or other citizens attended..
The meeting began at 11: 00 a.m.
1. Discussion of Lottery Grant Funds.
Susan Ross gave an overview of the status of video lottery grant funds. She
said that in a typical year, each Commissioner receives an average of $50,000 to
use for economic development grant purposes.
Although there are funds remaining, Commissioner DeWolf asked that further
disbursement of these funds not be done for a week or two, until the budget is
further addressed and it is known if funding will be necessary for other
purposes.
Mike Maier suggested that perhaps the Commissioners would like to set a fixed
amount per year. Commissioner Daly said that he will advise Ms. Ross of the
total requests he now is holding.

2. Discussion of Park Acquisition and Development Fund.
Susan Ross explained that those parks districts that are funded by SDC's or
have a tax base cannot apply for this funding, which can be used only for
capital improvements. It does not affect monies received from RV registration
fees. Commissioner DeWolf said that he approves of the concept, subject to
legal review.
3. Update on County Projects.
Regarding the proposed purchase of the Elliot property (located near the Public
Safety Complex), Ms. Ross reminded the Commissioners that the option to
purchase the property expires on May 8. Also, the building currently used by
the State Police may be for sale, as one of the owners died.
Mike Maier added that Marty Wynne is preparing a resolution that will allow
funds disbursed now to be reimbursed when bonds are sold later.
Ms. Ross further stated that the County would only have to use 1/3 of the
property at this point, but it is a natural for further expansion of the Complex.
Commissioner DeWolf added that the County could have purchased the entire
twenty-six acres for $800,000 a few years ago, but failed to do so; and the value
will only go up. This is the only logical place for public safety facilities to
expand, and financing is good at this time. Mike Maier added that this would
be an investment in the future, as part of the County's long-range plan. The
cost would be repaid by the lease payments.
Commissioner Daly said that he is not supportive of purchasing the property, as
he recalls the poor economy experienced in the early 1980's and is concerned
the same thing could happen again.
4. Other Items.
Ms. Ross gave an overview of the parking situation that will occur when the
warehouse is leveled. She suggested a temporary alternative transportation
incentive be offered to employees to encourage them to keep their vehicles out
of the parking lots. The alternative transportation would include carpooling,
bicycling, walking, and use of motorcycles as long as the motorcycle shares a
parking space with another motorcycle. The amount could be $3 per day, and
would apply for the period of time between May 3 and June 4.

Also, employees who use a County vehicle during their normal workday will be
allowed to take those vehicles home at night, which would also cut down on the
number of vehicles in the parking lots. No passengers will be allowed;
however, incidental stops on the way to or from work would be.
Also, a letter to County and local State employees will be distributed, giving
them information on this short-term parking situation.
In regard to the La Pine Industrial Park, Georgia Pacific, a wood products firm,
would like to purchase property to allow them direct access to the railroad
tracks. Ms. Ross said that this is preferable over licensing them to do so, as it
eliminates liability to the County. A lot line adjustment is necessary for a sliver
of land about 250 feet long.

DALY: Chair votes yes.
Being no further items discussed, the meeting adjourned at 11:45 a.m.
