Lyche was appointed Chairman by general concensus of the Board. ' 4
Mike Maier had prepared some reports outlining the supplemental budget
funds. He outlined some of the department expenditures to date, saying
that most of the departments appear to be staying within budget. He
went over the financial summary for the supplemental budget, indicating
which budgets were obtaining supplemental funding and the source of
that funding. He explained that there had been 120,074 which was
not appropriated to the various departments when the budget was initially
adopted, and this was the bulk of the unnappropriated balance, combined
with some additional grant monies that had become available after the
beginning of the fiscal year. He noted that there had also been an
unanticipated cash carry-over of $90,000. The county will also be
receiving funds from the State in the amount of $8,226 to fund the
Veterans Service office. Mr. Maier then outlined the Road Fund budget,
noting that there had been $350,000 in unanticipated cash carry over
monies which the supplemental budget reflects. He noted that Mental
Health. Services had received $33,665 in grant funds to operate a group
home for retarded adults. There was also $39,000 in grant funds from
BPA for the COPE energy grant. At the time the budget was adopted
it had not yet been determined whether or not Deschutes County would
be awarded these BPA Grant funds. The total supplemental budget was
$740,965.
He then outlined which county budget funds these monies would be approp-
riated to. He noted that the Veterans Service money will be placed
in the County contingency fund, because monies from that fund had been
advanced to the veterans office, so these funds will repay the contingency
fund. He also noted the funding structure for the acquisition of the
Post Office building. Further general discussion in regard to the
Post Office building ensued. Mr. Isham noted that there is a possibility
that within the next three months the Department of Transportation
grant funds remaining would be released. This would be approximately
$2,000. Since this is an existing grant they cannot appropriate it,
so Mr. Isham requested that they add $2,000 in Fund #72.
MOTION: PAULSON moved to add $2,000 to fund 72 (Page 134 of the budget).
YOUNG: Second.
The motion carried unanimously.
MOTION: YOUNG moved that the budget committee approve the supplemental
budget as amended.
PAULSON: Second.
The motion carried unanimously.
Mr. Maier suggested meeting after the election to discuss the effects
of Measure #3 if successful and at that time they will be able to include
the new Commissioners.
