DESCHUTES COUNTY BOARD OF COMMISSIONERS
Friday, April 16, 2004
Commissioners' Meeting Room - Administration Building - 1130 NW Harriman St., Bend
Present were Commissioners Michael M. Daly and Dennis R. Luke.
Commissioner Tom De Wolf was not in attendance. Also present were Mark Pilliod
and Laurie Craghead, Legal Counsel; and Catherine Morrow, Community
Development. Media representative Lily Raff of the Bulletin; and Randy Gordon,
citizen, were present.
The purpose of the meeting was to discuss the Humane Society Resolution and the
La Pine Water District and La Pine Special Sewer District easements.
Chair Michael Daly opened the meeting at 10: 00 a.m.
1. Humane Society Resolution 2004-031.
Mark Pilliod said the Resolution is in regard to the City of Bend permitting
process. The Resolution would give County Legal staff authority to work with
the City of Bend. Laurie Craghead said the direction was given Wednesday by
the Board, but that a Resolution needed to be signed.
Mr. Pilliod said they were trying to correct the permitting issues. They have not
reached an agreement with the Humane Society on the transfer of the deed.
This Resolution is only for working on permit issues.

Commissioner Luke stated that before going much further, the property issue
needs to be resolved.
LUKE: Move approval of Resolution 2004-031.

2. La Pine Water District and La Pine Special Sewer District.
Mark Pilliod said that the La Pine Water District needs to proceed with
construction bidding for water lines. They have approval of a grant for funds
but before bidding on the project they need to have the easements granted.
Mr. Pilliod is asking for signatures to formalize the easements for both
Districts. There will be a final agreement in the form of IGA's with each
District at a later time. There will be an upgrade of the entire system, which a
part of is to serve the New Neighborhood.
Catherine Morrow stated that this is a result of the master plan. The easements
are what are needed for the first phase of the plan. She is working on the IGA's
which will be discussed further and brought before the Board for approval on
April 28th.
